| In recent years,with the rapid promotion of urbanization in our country,the trend of new urbanization came to Urban-rural Integration and Multi-planning United.Under the situation of expansion of urban construction land and the contractions of red line of arable land,the inefficient use of rural land needs to be changed.And rural residence land as the main part of rural collective construction land,its’ asset attributes and potential economic benefits have been paid more and more attention by people.In order to remit the conflict between town and country land effectively and promote urban-rural integration,whether the production elements of the rural residence land can be legally flowing and obtain the optimized disposition or not is a very difficult problem.At present,there are many problems in rural residence land,such as circulation pattern can not be copied and compensation mechanism is far from satisfactory.In the process of promoting unified urban and rural land,how to taking into account the benefits of the government,farmer and land users adequately,as well as making the best vitalness of unleashing the unused rural residence land,increasing land stock resources,and dealing with the relationship well between established reality and government policy is a common challenge that the government and the academic community have to face.Firstly,this paper classified the factors affecting the circulation of residence land by combing through the evolution of rural residence land,which based on solid theoretical research progress and existing problems in the circulation,that is the external driving forces in a macroeconomic perspective and the internal driving factors of micro-farmer individuals.Secondly,based on 542 field survey data of 11 prefecture-level cities in Zhejiang province,the paper confirmed the expected effect of internal motivation by means of model fitting,and several indexes were selected in it,the weight is determined by entropy weight method together with external motivation thus the paper built a set of transfer potential evaluation system.Secondly,According to the land use of the prefecture-level city in Zhejiang Province and from the perspective amphibian populations and the General rural population,the paper combined with the present situation of Homestead Land Area and the area of the official standard,and estimated from two different angles for the area of land consolidation simply by influencing factor correction.The results showed that:from the farmers’perspective,four places such as Ningbo and Wenzhou have great potentials which are more than 2000 hectares;while the three cities such as Jiaxing have small potentials which is less than 200 hectares.The province amounted to approximately 19,100 hectares of idle land.From the perspective of the government for the land consolidation potential,four places such as Ningbo and Wenzhou are more than 10000 hectares of a huge potential,the land consolidation potential in Jinhua,Quzhou and taizhou are more than 1000 hectares too,while Zhoushan is less than 1000 hectares,Wenzhou and Lishui showed the shortage of Homestead Land.Finally,based on the research results of the transfer potential,the paper gives some policy suggestions from the basic principles of system design,effective compensation and system security.The combination of theoretical deduction and case study has important theoretical and practical significance for saving and intensive land use in rural areas,releasing of land stock resources effectively,promoting rural economic development and narrowing the income gap between urban and rural areas. |
