| Economy development is on the premise of solving land use problems. So, investigation on rural residential areas is the primary thing to do to settle rural economy problems. Scientific and reasonable estimation of village land readjustment potential is a fundamental and important task of rural residential land consolidation, the transfer of the rural collective construction land and land use planning. The study on the village land readjustment potential is a necessary requisition of coordinating urban-rural land use. It is helpful to relieve stress of land resource, is an important part of general plan for the utilization of land and is beneficial to the management of rural collective construction land. Connective location between town and country is particularly important for rural development. This paper studies on the potentiality of rural residential land consolidation in combination zone between urban and rural area, aiming to provide standard and basis for carrying out rural residential land consolidation in combination zone smoothly and achieving intensive use of rural construction land.This paper selects typical area of rural-urban continuum in Chongqing--Nan’an District as an example to analyze the present situation, influencing factor and main obstacle factor of rural residential land consolidation according to economic development level and basic status of nature, ecology, culture, and comprehensive field investigation & peasant household survey in Nan’an District. We first measure theoretical potential of rural residential land in Nan’an District with standard method--capita rural residential area in construction land and sampling survey method on unused residential land. Then we select 12 indexes of nature, economic, social and land resource which in connection with potential realization to establish evaluation index system and to ascertain the weight of each level of evaluation by the application of AHP. Normalized index is multiplied by the corresponding weight, and the product is taken as the correction coefficient for theoretical consolidation potential. At last, the realistic potential of rural residential area is used to make rural settlement distribution in 2020 planning graph and taken as basis for proposing measures on realization of reconsolidation potential realization of rural residential area in combination zone between urban and rural areas.Hence we arrive at the following conclusions:1ã€Range of the theoretical value of residential land consolidation potential is relatively wide. Based on an overall consideration of various factors such as nature, social, economic and land resource, we use standards of rural residential construction land per capita and the idle homestead sampling survey to estimate the multiple potential of the rural residential area in Nan’an District, the value of which ranges between 44.2 and 1018.7 million hectares. Considering the realistic factors, we correct the estimation of the residential land consolidation potential, which ranges between 706.9 and 795.2 million hectares. The range is relatively narrower than that of the theoretical estimation.2ã€The space difference of rural residential potential of Nan’an District is significant. Through the estimation of theoretical and realistic potential, it is found that space variance of rural residential potential of Nan’an District is significant. For example, the theoretical potential estimated by using the two methods in Yinglong Town is 6.8 times and 3.8 times that in Tushan Town respectively. The maximum difference of corrected value of consolidation potential between towns is 5.2 times and 4.9 times.3ã€The correction method of the residential land consolidation potential used in our study is reasonable and scientific.12 indexes which quantify local natural, economic, social and land resources conditions are proposed. The indexes are comprehensive and specific, which are easy to obtain in practice. The estimation method and evaluation system presented in this thesis fully considers the real situation and the operability is strong.At last, aiming at excavating the potentiality of residential land consolidation in urban rural integration area, realizing residential land reasonable configuration optimization, solving contradiction of this area, we give the following suggestions:try to solve the urban and rural land use and social contradictions, strengthen construction of rural land property rights system, pay efforts to build farmers’income increase security system, formulate special planning of urban and rural residential areas, innovate management mode, build corresponding policy guarantee implementation mechanism, etc. |
