The Research On Regional Innovative System Maturity In Less-developed Regions

The regional innovation system is gradually becoming the focused problem in regional economy,technological innovation and other fields.The differences in reforming and opening-up policy are obvious in the regional development of China. It has gradually formed the developed areas of eastern coast and the Midwest less-developed areas.By improving the regional innovation capability and upgrading regional innovation maturity level especially the less-developed areas, it not only can promote the development of regional innovation system in the region, but also can improve the overall competitiveness, especially the core competence. Therefore, to promote the regional innovation system in the less developed areas of China, we needs an objective and accurate measure of regional innovation systems in less-developed areas. The measure contains maturity level and regional innovation systems searching. After studying these, we can propose appropriate countermeasures and suggestions.This paper is based on the theory of regional economics theory and technological innovation, using the CMM model, entropy value method, matter-element extension method and other methods. Less-derdeveloped regions in regional innovation system maturity evaluation model is built based on Entropy matter-element extension. Then some suggestions and paths are put forward. The paper mainly includes five parts.Firstly,we define the less developed areas and the concept of regional innovation system based on the review of relevant literature. Also, the regional innovation systems characteristics, main body element characteristics and innovation environment characteristics are analyzed. Secondly, we define the maturity of underdeveloped regions in regional innovation system, and analyze the influential factors of regional innovation system maturity in less-developed areas, following by the standard of regional innovation system maturity in less-developed areas. Then, we build a maturity evaluation index system of regional innovation system in less-developed areas, and build the maturity model of less-developed regions in regional innovation system.And then, the matter- element extension method and entropy method are used. In order to determine the overall maturity and characters maturity of regional innovation system in less-developed areas,using the way of comparison of different regional innovation system maturity grades among the less-developed areas, we can analyze the upgrade of bottleneck and the target grade of regional innovation system maturity in less developed areas. Lastly,from the two levels of innovation subject, innovation environment and regional to put forward the upgrade suggestions of regional innovation system maturity in less-developed areas.
