Study On The Exit Mechanism Of Rural Residential Land In Jixian County

Recent years,with the proposal and implementation of the national new type of urbanization,the potential for economic development in rural areas has further been released,more and more farmers reside in cities and towns,this makes the contradiction between supply and demand of urban and rural construction land more prominent.China has a large population but less land resources,especially the shortage of reserve resources of cultivated land,these are seriously related to the national food security.At present,China’s urban and rural construction land with synchronous growth has brought tremendous pressure on the cultivated land protection,On the contrary,it is indeed the inefficient use of rural house site,Rural’s policy and system of land is not perfect and the exit mechanism of rural residential land is lacking.Under the premise of strict protection of cultivated land,solving the housing problem of urban and rural residents will be a top priority.As a result of this,it is necessary to tap the potential of rural construction land and study the exit mechanism of rural residential land.This paper takes the 4 villages in Jixian County as the object of study,by combining the qualitative and quantitative analysis methods,and then discusses the construction of exit mechanism of rural residential land in Jixian County.The first thing is to investigate the situation of the rural residential land use of the case,combined with the practice of Jixian County measures and practices,analysis of the rural homestead exit mechanism in the rural areas and the system level problems;The second thing is to investigate the farmers’ homestead exit will,and through the binary logistic regression model analysis the influencing factors of farmers’ decision making;The third thing is to propose ideas of Jixian County homestead exit mechanism,and put forward policy recommendations.The conclusions as following:The four case Villages’ homestead area is mostly exceeding the standard and the utilization efficiency is low;The exiting problem of Jixian County’s homestead is mainly in the rural and institutional two levels,exit mechanism is lackingThe regression model analysis indicates that the main factors that influence the farmers’ withdrawal intention are the family’s main source of income,the degree of job stability,and the degree of satisfaction;The current problems and the farmers’ willingness to quit on Jixian County homestead exit work should be based on the regional characteristics of the different mode of exit,and regulate the homestead exit procedures,through the constraint and incentive mechanism and capital operation mechanism,the land management departments under the coordination,ensure stable operation of the whole work.Put forward the following policy recommendations:to increase investment in rural finance,improve the homestead management level;strengthen rural homestead property improvement and protection;the development of safeguarding the rights and interests of farmers homestead exit;actively explore various forms for realizing farmers’ housing security,protect farmers’ living rights;accelerate the construction of rural land market,and gradually explore the collective management of construction land in 5 suggestions.
