In twenty-first Century,with the growing competition environment and the continuous upgrading of the level in competition,the competition among enterprises has been transferred from the technology to the people.The human resource become more important,which plays a vital role in the survival and sustainable development of enterprises.The incentive mechanism is a very important part of the enterprise's human resources management.It refers to the organic system which is composed of a variety of incentives,and because of the long-term existence and continuous operation of the system,so as to make all kinds of incentives to form an inertia,and can change the emotional role of the manager.The most fundamental purpose of the enterprises to implement the incentive mechanism is to induce employees' working motivationWith the world economic integration and the arrival of the era of knowledge economy,electric power enterprises will be strongly impacted by the external environment,the impact will gradually increase,the competition is more intense,and accompanied by the process of the reform of state-owned enterprises,power enterprises will face a new development model.The main means of solving these problems is the human resources.In this paper,the author analyzes the current situation of the power enterprises in Ordos,the company human resource status,and through the AHP method and Delphi method identified the main problems that affect the company's human resources,and find out the internal factors which restrict these problems,and ultimately solve the problem,so that the company's incentive system to further improve.Finally,this chapter also puts forward two questions: one is to grasp the basic principles of the staff,the two is to grasp the relationship between the various incentives.
