Nowadays under the competitive market conditions, human resources management has become the most crucial factor in the development of enterprise. Human resource management is mainly achieved through staff motivation. Staff motivation is the core value of modern enterprise system. Staff motivation is not only an important tool in human resource management but also the foundation of an enterprise in whole competitive ability. However, staff motivation in many small and medium enterprises are currently on a low level. So it leads enterprises in a difficult condition in shortage of talent and brain drain. This condition hampered seriously development of small and medium enterprises. Now we face the missions: how to improve the staff motivation, how to attract the necessary talent and keep personnel in a loyalty line. The main problem of enterprises is to increase cohesion and competitive ability through staff motivation.The author quote an example named J corporate, like other small and medium enterprises, also face to the dilemma in staff motivation. The purpose of this paper is to investigate the current staff motivation condition of J corporate and find out the reasons of the staff motivation condition in a low level. On this basis, the author investigates and analyzes the real needs of the staff in J corporate. By this way, the author get a clear understanding of the staff needs and the staff motivation conditions in J corporate. After the painstaking investigation, the author put forward some effective measures to solve this dilemma about staff motivation in small and medium enterprises. This paper contains ample data and examples on-the-spot. The author analyzes carefully the different factors in staff motivation and find out the most crucial factors maybe:the enterprise is lacking of fine enterprise culture,salary design is not reasonable,training system is not enough and employees lose their faith in careers.This paper uses theory with practice in combining quantitative and qualitative methods. The author firstly applied needs theory,staff motivation theory and questionnaire survey to find out the reasons of low level staff motivation in J corporate. The author find out the reasons maybe motivation not satisfy the needs of staff in J corporate, especially in salary,training,career development and corporate culture etc. Then the author targeted suggested J corporate should do the following:fair salary allocation pla,reasonable training program,diversity tunnel for career development and strengthen the corporate culture. Now the staff motivation in J corporate have been put a higher level.
