Enterprise performance management has been the core part of enterprise human resources management,good performance management system is the performance of the company's overall business performance and lasting competitiveness.State-owned enterprises especially need corresponding improvement in this respect.As a new round of reform of state-owned enterprises was deepened,once stagnant reform of state-owned enterprises is back on the agenda.As the strategy of rejuvenating northeast old industrial bases again by national high-level attention,as the northeast old industrial base of the JZ company in urgent need of state-owned enterprises with the requirements of the new era of its own human resource management and performance rating system to keep pace with The Times of examination and diagnosis.To this end,this paper combined with the modern enterprise management theory,by means of field investigation,questionnaire interviews,expert interview and data analysis.This article first to the performance management and enterprise diagnosis generalizes the related theory and research,and application of the method and theory are introduced and discussed.To JZ company after the situation of the field are introduced,mainly including company profile,organization structure and the functions of department,human resources,and emphatically introduces the JZ company performance evaluation system,including performance appraisal object implementation,evaluation subject,evaluation content and process.On this basis,this paper USES questionnaire score method and expert interview AHP method,respectively from the staff evaluation of performance management,configuration management diagnosis,compensation,and performance of the system from three aspects,such as diagnosis of JZ company performance evaluation system has carried on the multiple perspectives,methods and main body of diagnostic analysis,combined with the clinical.Through the analysis,this paper found: JZ company have a lack of quantitative assessment index system of performance appraisal,assessed the subjective consciousness is strong,the lack of transparency,feedback mechanism,the lack of process of examination scheme,performance feedback mechanism is not sound,the superior blame than advice,practice and perform poorly.To solve these problems,this paper proposes to strengthen the transparency of appraisal system,operability,performance-based pay timely reflect the performance changes,increase participation and performance measures such as feeling.Even more,By diagnostic analysis to system of performance evaluation and optimization Settings,this article is helpful for JZ corporation in term of problems found,reform of enterprise performance evaluation system of the stage,counterpart policies,improve enterprise competitiveness,keep steady development trend to provide management recommendations.
