Research On The Government Functions That Chinese Enterprises Participate In Social Elderly Care And Service

With the rapid development of Chinese aging population,the demand of care and service for the old people becomes huge,accelerating the development of the elderly care service industry.The party and government attaches great importance to the elderly care problem and has introduced a series of polices to deepen reforms since 2013.The reform orientation is sticking to the leading role of the government,perfecting market mechanism,fully playing the basic function of the market in resource allocation,and making social forces become the principle part of elderly care service industry step by step.The important topic and option that enterprises participate in the social elderly care service to cope with aging problem has become the focus center of the government,enterprises and academic community.By summarizing the practical experience of Chinese enterprises participating in the social elderly care,using tools like public service theory,welfare pluralism theory and government regulation theory,thinking in the perspective of government functions,this thesis analyses and examines the government function that enterprises participate in social elderly care and service,trying to find the shortcomings of government functions,thereby giving opinions and suggestions to government function optimization and policy making.This thesis studies the government functions that Chinese enterprises participate in social elderly care and service in the following fields.Chapter One is the introduction.It introduces the background and meaning of this thesis subject,overseas and domestic research status of the subject,theoretical basis,research ideas and methods.Chapter Two explains that enterprises participate in social elderly care and service is a development tendency,gives deep analysis on the necessity and feasibility of enterprises participating in social elderly care and service,and also clarify the government functions of it.Chapter Three,as the research focus of this thesis,introduces the general condition of Chinese enterprises participating in social elderly care and service,and analyzes the problems that exist in practice.In Chapter Four,from the perspectives of propaganda guide,policies and regulations,talent training and motivation,fiscal support,and market supervision,it analyzes the prominent problems and causes of government functions in the process of enterprises participating in social elderly care and service.Chapter Five introduces some successful experience of foreign elderly caring system,and analyzes the inspirations to our country in the perspective of government function.The last chapter,on the basis of the previous chapters and our country's national condition,puts forward some optimization methods of government function in the process of enterprises participating in social elderly care and service.It mainly includes guiding the conceptual change and cultivating the social atmosphere,perfecting the policy support and optimizing the market environment,accelerating the talent training and encouraging the public participation,increasing the fiscal support and expanding the financing channels,strengthening the supervision and management and promoting the service level.
