Research On The Risk Management Of Imported Garment Inspection

In recent years,with the development of economy and the improvement of people living standard in our country,the volume of garment imports trade increases year by year.Consumer has also paid more attention to the quality and safety of imported garment.However,subject to the current inspection system of imported garment,the regulation is little effect.The quality problems of imported garment are very common.Since 2013,the executive meetings of the State Council have made decision to promote the reform of legal inspection system.The Administration of Quality Supervision,Inspection and Quarantine(Aqsiq)plans to change the import and export commodity inspection functions and management style.In order to improve the level of product quality and promote trade facilitation,they plan to establish a new mode of import and export commodity inspection.Based on this background,in order to make the limited government resources in the key areas and improve the government efficiency,this thesis use new public management theory and risk management theory to research the imported garment inspection problem.This study integrated use of literature research,case study method and comparative analysis.It expounds the current system of imported clothing inspection,analyzed the problems in the risk management.Using foreign experience,the study proposes some measures to increase the garment inspection of risk management in our country.The following important conclusions are reached.(1)With using risk management theory,this study puts forward the concept of imported garment inspection in risk management and the inspection process of risk management of the main garments imports.(2)With using the theory of risk management,this study response the main problems from risk management concept,organization construction,dynamic process of risk identification,risk evaluation and so on.(3)This study summarizes the foreign enlightenment of imported garment inspection risk management.(4)This study put forward many measures to perfect the risk management of garment inspection in our country,from the function optimization,laws and regulations system,risk management strategy,process reengineering,risk early warning mechanism,personnel and so on.This research systematically uses the risk management knowledge to study the inspection of imported garments.It expands the theoretical perspective for the reform of inspection and quarantine system and the improvement of government efficiency.
