For years, The Entry-Exit inspection and quarantine institutions carry out the inspection and supervision of imported mechanical and electronic products according to the law, which defend our people’s life and property powerfully and promote the healthy development of China’s economy effectively. After China’s entry into WTO, with the continuous growth of imports of mechanical and electronic products, The traditional batch inspection mode of The inspection and quarantine institutions with imported mechanical and electronic products has been unable to meet the needs of economic development, gradually showing the disadvantages such as a big workload, low efficiency. Therefore, The Entry-Exit inspection and quarantine institutions needs a more scientific and effective supervision mode of imported mechanical and electronic products to replace the traditional one.At present, the world’s major developed countries have established a relatively perfect mechanical and electronic products risk assessment technical support system and supervision system. In this paper, referring to the experience of domestic and international risk management, we integrate risk management techniques into the inspection and supervision of mechanical and electronic products.we alos set up a new inspection and supervision system which use of risk assessment technology which aims to improve the utilization of the inspection and Quarantine resource, improve the efficiency of the inspection and supervision, solve the existing problems in the traditional batch inspection mode completely.In order to establish a new inspection and supervision system, based on the characteristics ofthe import of electromechanical products, I use the identification methods in this paper such as brainstorming, Delphy and inspection table to identify the risk factors of the imported mechanical and electronic products’characteristics, and the applicability of the three methods were analyzed and compared; after the completion of the risk recognition, the level of risks are ultimately determined by the risk assessment of each risk factors which are combined with the history quality data of the product, product usage and the sensitive factors by risk matrix method. Then the paper further constructs a set of inspection and supervision mode of imported mechanical and electronic products based on the risk evaluation,it’s a rule that we can flexiblely select the three levels inspection and supervision way of the imported mechanical and electronic products by risk rating resultsand the consignee classification assessment results.In order to verify the actual effect of the new inspection and supervision mode, this paper experimented on part of the imported mechanical and electronic products at Changshu in 2014 such as imported switches and etc. Through the collection and analysis the data of new mode after trial, it was found that the inspection and supervision mode based on risk management not only greatly relieving the problems of inspection and quarantine institutions’human resources, it also promote the customs clearance convenience of the imported mechanical and electronic products, and effectively enhance the effective supervision inspection of imported mechanical and electronic product.
