Thirty years of reform and opening up,China in various aspects have made remarkable achievements,gratifying.In the joy,but not blindly optimistic.We should see the difference with the developed countries is still relatively large,especially in underdeveloped rural areas is a short board of the economic and social development,we must make great efforts to solve the "three rural" the problem of urban and rural areas,is a valid path.This topic in Shizhu County as an example,as a case study,how to develop the rural human resources,improve the overall quality of farmers,promote urban and rural development,and strive to achieve the role of point.This paper uses interviews,literature analysis and comparative analysis method,the Shizhu County rural human resources development were studied.It is found that there are seven aspects:one is the overall cultural quality is low,the two is not in place by the rural labor organization,three is the legitimate rights and interests of migrant workers and the maintenance of public service gap,four "left-behind children" and "Empty Nester" problems,five is difficult to break the bottleneck of funds of migrant workers returning home,the six is the physical quality of migrant workers,seven is the construction of township health security system.The main reasons for these problems:one is the urban and rural basic education and occupation education difference is big,two is the occupation skill training performance is poor,three is the development of rural human resources in urban and rural areas is difficult to cross the threshold of four,the local government in rural human resources development work is not enough,five is the low level of rural health care,six of rural surplus labor The power transfer concerns.Studies suggest that to improve the problems of development and utilization of human resources in Shizhu County in rural areas,we should take the following measures:the rational allocation of educational resources,to explore the integration of urban and rural education,the local government should improve the institutional environment,strengthen the rural health system construction,the revitalization of the local economy,optimize urban and rural talent exchange environment,support staff business services the return of migrant workers.
