Farmers began tospontaneously unconditional gift; commission contract farming and other line will beidle arable land transfer contract. Especially since the reform of rural taxes and farmersdo not have to pay the relevant contracting agricultural land taxes, many farmers go outand leave the land, select migrant workers, independent entrepreneurs, business andother rich doorway. Rural land transfer speed is expanding.Rural farmland transfer is an innovation and improvement of household contractresponsibility system, help to accelerate the adjustment of agricultural structure,promote agricultural moderate scale of operations, and play a positive role in urban andrural development. But there are still many theoretical and practical issues, such as thetraditional concept of land restrictions, the transfer of supporting policies, governmentintervention, and the transfer of codes of conduct, the transfer earnings in the currentcirculation in China’s rural farmland. Study and solve problems for the protection offarmers’ land transfer benefits to ease social conflicts and promote the rationalallocation of land resources in rural areas has important practical significance.In recent years, Shizhu farmland transfer expansion was evident, farmland transferarea exponentially. Diversified in the form of farmland transfer involved become morediversified. Shizhu county rural farmland transfer made great success, to ease theproblem of land abandoned, promote the transfer of rural labor and rural incomes to awin-win situation; the agricultural production factors restructuring, promote theadjustment of agricultural structure and the appropriate scale of operations, promoteagriculture and rural economic development. However, the current farmland transfer ofShizhu also has a lot of problems; lack of arable farmland transfer code of conduct raises a number of land disputes. Through the collation and analysis of data, and arablefarmers contracted transverse and longitudinal comparison of the transfer of theacquired data; making use of ArcGIS map with the spatial distribution of the dynamicchanges of the farmland transfer to the size and proportion of the relevant circumstancesspatial analysis and profiling；using the two methods of Autocorrelation analysis andglobal hot and cold analysis to analyze the spatial of trends in land transfer.This paper based on Shizhu county dynamic changes of cultivated land use in ruralareas, research rural farmland transfer on Shizhu county situation, analyze the dynamicchanges of land transfer, summarized the characteristics and problems of land transfer,and for the land transfer issue, suggest to accelerate rural farmland reasonablecirculation and to promote the development of appropriate scale management ofagriculture measures. Eventually come to the following conclusions:(1) Shizhu county existing cultivated land transfer is larger. Since the year of2009,more and more families are involved in. Shizhu county family contracted landcirculation doubled in number and size, the Midwest region has more obvious growththan other areas, the northern, southern and eastern relatively slow; the farmland thathas exchanged is focused on more towns in central and western, southern and easterntownship land transfer area is relatively small, the land transfer of northern regionsexcept the Linxi town is relatively small.(2) Farmland transfer showed the following characteristics: land circulation mainlytemporary; the form of land circulation tends to diversification, mainly based on landsubcontract and rental company; involved in the diversification of the transfer to themain circulation among farmers. Regional development is uneven; there are significantdifferences in the township.(3)2009Shizhu county land transfer on the scale of the township doesn’t haveobvious positive correlation, while the2010land transfer neither gathered nor dispersed,has random features. Land transfer agglomeration2011and2012in the township scalespatial distribution has obvious positive correlation.(4)2011-2012Shizhu county concentration of rural land transfer cold spots ineastern and southeastern mountains, hot gather in relatively flat terrain Midwest. Theresults are basically the same with proportion of the size and spatial analysis.(5) Farmland transfer achieved significant results. Large extent solved the problemof rural farmland abandoned, restructuring of production factors, drive modest scaleagricultural structure adjustment and operation of innovative agricultural management system, contributed to the transfer of rural labor and farmers’ income and promote theindustrialization of agriculture development.To this end, strengthening government intervention and guidance services,improve market service system and price estimate, improve the social security system inrural areas and promote agricultural industrialization process will effectively acceleratethe pace of farmland transfer, promote the development of scale, improve landefficiency.
