TaiHu county is located in the southwest border of Anhui Province, south of the Yangtze river, north dabie mountains. The county and township15,174administrative villages, a population of570000, with a total area of2031square kilometers, It is a set of mountains, and the old revolutionary base areas and the Yangtze river floodplains in one of the national poverty alleviation work county.Since the reform and opening policy in1970s,the economy in the mountainous areas of China has achieved certain degree of development,but the poverty and backward situation have not been changed a lot with the double constraints from natural conditions and institutional factors.To aehieve a harinonious soeiety, effective measure shave been taken, such as modernizing the traditional agrieultuxe, upgrading industrial structure and speeding up the urbanization and the building of a new soeialist countryside.However, all these can not be realized without educated farmers.Unfortunately, most farmers now are poorly educated, which constitutes a bottlencek to fulfill the historical task which China now faees. In order to improve farmer literacy, it is urgent to strengthen education, medieal care and sanitation and to aceelerate the development of human resourees in rural areas. Therefore,under the good background of national economic strength,the government should make policies focusing more on about the mountainous areas,and explore the development of rural human resources in the mountainous areas.Currently a lot of studies focus on rural human resources development,but the studies that concentrate on rural human resources development in the mountainous areas are rare,especially those concerned on human resources development about rural construction in mountainous areas are almost blank. Taihu county mountainous areas as a study case, follows an analytical method from individual to general.This paper further explores the whole human resources development in mountainous area,which to some extent greatly enriched the contents in this research area. Combining TaiHuXian rural basic situation and statistical data, the current status quo, the development of rural human resources development in the face of problems, reasons and influence to new rural construction were analyzed. Based on this, puts forward the countermeasures of rural human resources development to promote TaiHuXian Suggestions, make it more reasonable and effective to promote the new rural construction. In this paper, studies on the model of exploitation and utilization of rural human resource in Taihu county are carried out with the method of documentary research, comparative analysis and combing quantitative analysis and qualitative analysis.The eoneluslons are as follows:The proportion of rural left labor in gender is basic balanced in mountainous areas,but among the young people,boys account for larger proportion.Ages are distributed as"hump",that is to say,teenagers and old people making account for higher proportion,but the proportion of the young people are small.The whole level of education is low.Employment rate in the first industry is big,while in the second and third industry the rate is small.There exist deviations in understanding of rural human resources development in thought; The rural human resources development, serious shortages of financial investment finance; Professional teachers is weak, and so on; which are the foundations of developing the rural human resources.Level of economic development; Policy factors; Liquidity factors; The influence of such factors as traditional culture customs, which are the essences of developing the rural human resources.Preferential policies to carry out the national education, improve the quality of the rural human resources. First, the propaganda and implementation of rural human resources development and relevant policies and regulations. Second, to strengthen the edueation and training of the peasants. To earry out the policy of get rich by seience and technology with some paee-setters in the rural areas and other talents training programs.To strengthen the training of peasants and improve their ability to find jobs. Third, earnestly implement the rural health care and social security work. To develop country medical and health care and enhance the physical fitness of farmers. Fourth is the transfer of rural surplus labor force is the important way of rural human resources development, reas.To fasten the inner transfering of the surplus human resources in the rural areas and the proeess of urbanization.To explore the reform of the collective property and fasten the training transfering of the human resources in the rural areas.Fifthyly is the development of rural cultural undertakings is an effective way of rural human resources development.
