The support and security department of commercial bank is the functional department which provides logistic support and auxiliary protection for the core business departments such as products and marketing.The working process characteristics of its employees are prominent,the visibility of results is low and the applicability of financial evaluation indicators is poor.At present the employee performance appraisal of commercial banks in China is still mostly placing a heavy emphasis on the traditional financial evaluation indicators,which reflects the higher incentive constraints on the core business department employees,while is significant invalid for the support and security department which works on the "auxiliary activities of value chain".As the number of quantitative indicators is too small,the subjective evaluation of line managers tend to be overweight and the results of evaluation and the content of the work seriously out of line,the employee performance appraisal of support and security department of commercial bank tended to appear in the form of assessment system,assessment work through the motions and other issues,and even evolved into"human assessment" and "assessment of human",triggering departmental contradictions and interpersonal conflicts.Therefore,how to break the dilemma of the employee performance appraisal of support and security department of commercial bank and design the scientific and operational employee performance appraisal system of the support and security department are difficult problems to be urgently solved for the performance management of commercial banks.Based on reviewing and combing the theories and methods of performance appraisal such as MBO,KPI,BSC and 360-degree performance appraisal,this paper takes DY bank Jinan branch as an example.Firstly,it carries out the second-hand data collection and primary data questionnaire survey on the employee performance appraisal work of support and security department,then analyzes the present situation of the employee performance appraisal of support and security department of DY bank Jinan branch,and summarizes the main problems and contradictions of causing employee performance appraisal system inefficient,including the lack of instructive function of performance appraisal strategy,the low level of cognition of employee performance appraisal,the unbalanced of evaluation indicators system,the insufficient utilization of examination results,the lack of staff appeal mechanism and so on.The above findings clarify the research focus for reasonably optimize the employee performance appraisal system of support and security department.Then,based on the analysis of the strategic positioning of performance appraisal system of DY bank Jinan branch,this paper uses the BSC method to clarify the enterprise KPI system framework of DY bank Jinan branch and makes use of the strong correlation analysis to define the departmental KPI system framework of each support and security department;Subsequently,this paper combines with 360-degree performance appraisal methods to design multiple evaluation subjects for the employee performance appraisal work of support and security department,and uses Analytic Hierarchy Process(AHP)to set the weight of employee KPI evaluation indicators.Thus under the guidance of enterprises strategic positioning,this paper completes the KPI indicators layer by layer scientific decomposition of the employee performance appraisal indicators system of support and security department.Finally,based on the above-mentioned performance appraisal indicators system design,this paper designs an implementation plan of the employee performance appraisal system of support and security department which includes the performance plan,performance implementation,performance appraisal,performance feedback and employee performance complaint;And from the president,vice president and employee of the support and security department at three levels to explain the details of the program,and through the initial results achieved by implementing the program to test the feasibility of improving the design.The innovation of this paper is to taking the employee performance appraisal of support and security department of DY bank Jinan branch as an example,aiming at the outstanding problems of the employee performance appraisal work,uses some tools such as Balanced Score Card(BSC),Key Performance indicator(KPI)and 360-degree performance appraisal to scientifically design the specialized assessment indicators system of support and security department and optimization solution plan which covers the integral performance appraisal and management cycle.Although the results of this paper are designed for DY bank Jinan branch,the performance appraisal concepts,performance appraisal methods and performance appraisal tools also have certain reference significance for the employee performance appraisal work of support and security department of other banking institutions.
