Performance management has become the main part of modern enterprise human resources management. One of the core of performance appraisal is based on a scientific enterprise departments, staff evaluation effectively, and to different departments according to the evaluation results, the appropriate incentives for employees and promote the performance of departments and staff continuously improve their level, finally realizes the enterprise core competitive ability gradually improve, to reach the company’s overall strategic objectives. It is not only provides an objective basis information, also provides a reference for other departments to make decisions, it helps human resources management realize effective integration of staff, team and organizational performance, and ultimately achieve grand strategic objective of the enterprise.With the development of social economy,, the financial industry of China is rapidly developing, especially the banking sector got rapid development, as an important part of the financial industry in our country, policy banks’steady and safely development has significant impact on our country’s economic and social development. The agricultural development bank of China as one of the three policy banks in our country, in the future, it not only increased the support for agricultural development, rural infrastructure construction, expanding areas of agriculture, to achieve "for food" to "agriculture". With the development of Times, its commercial credit has been increased steadily, the original performance management model has been difficult to adapt to the development of the bank business departments gradually expand the scope of services demand, need to establish a set of suitable for the bank business characteristics, easy and scientific sales staff performance appraisal.
