With the reform of the socialist market economy,the state-owned enterprises have become the focus of the reform.At the same time,the national development and Reform Commission officially released 6 supporting documents for electric power system reform at the end of 2015,which means the electric power system reform of China has come into a new stage.As a part of the electric power industry,Inner Mongolia's Ultra-High Voltage Power Supply Bureau expects to maintain rapid development in the reform of the state-owned enterprise market economy.It is necessary to pay great attention to the factor of "man",strengthen the management of the talents and improve the working enthusiasm of the staff.As an important part of human resource management,performance management plays a key role in the cultivation,development and management of talents.Good performance management is important for that it not only ensures the realization of the strategic objectives of the enterprise,but also promotes the enterprise's core competitiveness.Thus,this paper selects the performance management of Inner Mongolia's UHV Power Supply Bureau as research object.We employs the modern industrial engineering and performance management theory to the research on performance management and innovation.Firstly,this paper summarizes the current situation of the performance management of Inner Mongolia's UHV power supply bureau,summarizes the existing problems and shortcomings in the performance management,and puts forward some suggestions for improvement.Secondly,this paper puts forward the new situation of the performance management innovation strategy.After analyzing the necessity and the goal and principle,this paper carries on the innovation of the performance management mode from four aspects: concept,method,mode and process.Finally,this paper presents a new scheme for the performance management of the UHV power supply bureau,including changing the concept of performance management,improving the institutional settings,building the performance evaluation index system based on Balanced Score method,promoting full performance management model,implement the performance communication,coaching and feedback,and application of performance management evaluation results correctly.Based on a series of theoretical research,this paper analyzes the current practice of performance management,finds out some problems and puts forward several suggestions.Then we apply the modern Industrial Engineering Theory to theperformance management.Considering the current situation of Inner Mongolia ultra high voltage power supply bureau and the background of China electric power system reform,we put forward the innovation strategy of performance management,which provides new thinking for performance management and will benefit a lot to further study.
