The performance index system is the foundation and core of YZ Telecom performance management,but also an important part of the company's human resources management.The Balanced Scorecard to the central enterprise strategy in the process of the seat of corporate governance,in a simple and unified way,from financial,customer,internal business,learning and growth four inter related to examine the location and dimension balance at all levels of the company performance.To help enterprises establish performance evaluation system of strategy oriented play the Balanced Scorecard theory,and finally can to some extent improve the telecom enterprises to create itself overall competitive strength of.JS telecomcompany has in the design and development of the Balanced Scorecard index system.But there is no index system to further implement the company,department and individual.Because the individual goal is the cornerstone of the strategic goal of the organization,a body Once the goal fails,the overall strategic goal will be impossible.Therefore,it is necessary and realistic to decompose the corporate performance indicators of the Balanced Scorecard into departments and individuals.This paper uses the balance scorecard theory method,the case analysis as research method,the YZ telecom company as the research object,in the course of the study,the theoretical analysis and historical data analysis and interview methods,to explore the use of the theory of the Balanced Scorecard performance management of the feasibility and specific method to construct the index system of performance management in YZ telecom company,to help YZ telecom company sustainable development of high speed.Firstly,this paper introduces the domestic and foreign research status of the Balanced Scorecard theory and the performance indicator system.In the relevant performance theory and the Balanced Scorecard theory,combined with the current situation of YZ telecom company performance index system,puts forward the theory of Balanced Scorecard theme research on establishment and application of performance index system based on YZ telecom.Then,based on the Balanced Scorecard theory in the YZ telecom company thought of constructing the performance indicator system,according to the company level to the department level to level performance index system of individual steps of the layers of decomposition,to build a comprehensive performance index system of YZ telecom company.Among them,the establishment of company level performance index system starting from the company's strategic objectives,strategic planning strategy to use the theme,describe the strategic map,strategy is divided into specific indicators and target values,the formation of the company's balanced scorecard;department performance indicators system is established through the decomposition of performance indicators,performance indicators system,combining the functions of departments requirements of internal stakeholders become more established departments,forming Department balanced score card;finally the decomposition performance department to the post,the establishment of competency model for the post office,and the ability of the post evaluation of the formation of the individual,to find out the gap,the balanced scorecard.At the same time puts forward some measures to ensure the Balanced Scorecard theory to construct the project performance index system based on YZ telecom.Finally carries on the summary to this article,some deficiencies.The research content of this paper,helps to ensure the YZ telecomcompany employee behavior and business objectives,improve performance management level of YZ telecom company,to achieve the strategic objectives of the company;help to improve employee satisfaction,realize the win-win of enterprises and employees;help to promote the company to improve the competitiveness of the healthy development of the company,incentive.At the same time can help small and medium enterprises to solve the common problems in the construction of performance evaluation index system,to small and medium-sized enterprises to improve internal management,has a certain significance to improve their own competitiveness.
