The electric power design industry is the main force in the construction of China's power grid,emphasizing the quality of technology and technological innovation.With the continuous development of our economy,the State Grid Corporationg of China put forward to build a strong smart grid with ultra-high voltage as the backbone grid and speed up the construction of the first-class modern distribution network under the initiative of creating a community of shared future for mankind and "Belt and Road".It has become the pioneer force to adapt and lead the energy reform and put forward higher requirements for the electric power design enterprises.The electric power industry is the basic pillar industry of our country.Under the condition of the coexistence of opportunities and challenges,it is necessary to continuously promote the reform and innovation of enterprises and strengthen the training of talents in order to adapt to the increasingly fierce competitive environment.The competition of enterprises lies in people.How to arouse the enthusiasm and initiative of employees is the core task of modern human resources management.As the basis and key link of human resource management,performance appraisal system plays a decisive role in encouraging employees and promoting the continuous development of enterprises.JX Electric Power Design Institute is a state-owned enterprise engaged in power grid design.With the expansion of the company's scale and the increasingly growth of business volume,there are many problems in the current performance appraisal system,which affects the enthusiasm of employees and restricts the development of enterprises.Taking JX Electric Power Design Institute as the research object,this paper tries to build a new performance appraisal system that adapts and promotes the development of enterprises.And it combines with the relevant theoretical knowledge and empirical experience of performance appraisal,under the optimization design of the current performance appraisal system.In this paper,a questionnaire survey method is adopted to analyze the problems existing in the performance appraisal process of JX Electric Power Design Institute,so as to provide a targeted scheme for the optimization of the system.It chooses the methods of Balanced Scorecard(BSC)combined with Key Performance Indicator(KPI)for the decomposition of enterprise strategic objectives and selection of key performance indicators from financial,customer,internal business processes,learning and growth which are the four levels of BSC.And the Analytic Hierarchy Process(AHP)is adopted to achieve index weighting,thus scientifically construct a performance appraisal system with 15 key performance indicators.Finally,an overall optimization is carried out on the application of the assessment cycle and the evaluate results.The evaluate results will be fully applied to the adjustment of performance plan,compensation management,job adjustment,professional title assessment,training and development process to ensure the optimal allocation of human resources.Finally,in order to ensure the effective implementation of the optimized performance appraisal system,safeguard measures are proposed from the aspects of organization and system,including setting up performance appraisal team,perfecting training,communication and feedback system,and establishing practical incentive mechanism,in order to create a good incentive atmosphere in the enterprise.The theory,research methods and assessment tools used in the thesis are not only help JX Power Design Institute to build a performance appraisal system that realizes the strategic goals of the enterprise and enhances the staff's ability,but also provide some reference for the performance appraisal work of other similar enterprises.
