Research On Risk Management Of Sewage Environmental Protection PPP Project

The construction of sewage environmental protection projects is closely related to the people's livelihood.Moreover,China's "thirteen five" plan has proposed to implement the most strict management system of water resources,and actively promote the reform of water price.All these measures will inevitably promote the development of water saving and sewage reuse projects.The CPC Central Committee and the State Council have clearly point out in the "National New Urbanization Plan(2014-2020)"that the construction of sewage treatment facilities should be strengthened.This shows that sewage treatment industry in China has a great potential for development.In the rapid development period of China's sewage treatment industry,the development can no longer rely entirely on the traditional way of financing by the government.In order,it is necessary to take the PPP model to attract private capital to participate in the construction of sewage treatment industry.By doing this,we could not only encourage private&foreign-funded enterprises to join the construction of sewage treatment industry,but also make the use of private sector funds or overseas funds to solve China's sewage treatment industry become an important solution to the shortage of funds.The PPP model has been widely used in the sewage treatment industry.However,on one hand,because the application of PPP model to the sewage treatment industry does not has a long period&sufficient experience.On the other hand,the sewage treatment project in the PPP mode involved with a long period of construction&operating cycle,many participants,professional technology and huge amount of funds.All those factors will lead to a complex relationship of rights and obligations.Consequently,those projects are facing with more complicated risk factors,and it is difficult to fully control the possible risks in the course of operation.Sewage environmental protection projects are quasi-operational competitive infrastructure projects,which are one-time and non-replicable.The risk factors in the sewage environmental protection PPP projects are not static.The consequences of the same risks for different participants in the project are also different.Therefore,it is a key to the success that how to analyze and share the main risks in the project.In order to promote the successful use and sustainable development of PPP mode in China's sewage treatment industry,it is very important to manage the risk reasonably and effectively in the PPP project,which is of great significance both in theory and in reality.The risk of waste water environmental protection PPP project exists at all stages of the whole life cycle.The current experience of PPP in China's sewage treatment industry is still insufficient and the reasonable risk management mechanism is insufficient.The research of PPP project in China is mainly focused on the study of theoretical basis of the PPP project,feasibility study of the PPP model in China,which are mostly qualitative research instead of quantitative research.At present,most of our research is carried out for the overall infrastructure projects or municipal road projects.But there is not many researches focus on risk management of sewage environmental protection PPP project.Thus,this paper identifies the main risks of environmental PPP projects by standing in the perspective of social capital,using the risk management knowledge,combining with a practical case(i.e.a sewage environmental protection PPP project in an industrial park),using a variety of identification methods.In addition,this paper summarizes the common risk factors in the sewage environmental protection PPP project,and use the assessment method to evaluate the identified risks.After that,it puts forward the risk coping strategy and its implementation suggestion according to the risk assessment results,and makes recommendations on risk sharing in wastewater PPP projects.At last,it summarizes the successful experience of PPP model in risk management in the construction of sewage treatment industry,and provides the theoretical guidance and reference for the future risk management of sewage environmental protection PPP project.Nowadays,the research of PPP model in our country is still in the continuous exploration practice,and those existing researches are still limited to the introduction of foreign related theoretical research.That is to say,our researches are still lack of specific operation model of China's infrastructure construction in the PPP model.Moreover,special studies of environmental sewage PPP project risk management and anticipating problems in the project and putting forward relevant countermeasures are still need more deeper research.In order to improve the application of PPP model in the of sewage environmental protection projects,it is still necessary to make more experts and scholars to conduct more in-depth and systematic researches.In this paper,we use the literature review,summarize the summary,comparative analysis and other research methods,first of the sewage environmental protection PPP project risk management knowledge system analysis and research;Secondly,the author through effective analysis and summary,identify the main environmental pollution PPP project risk Finally,in order to increase the validity and scientific nature of the text,the author combined with the actual case,using the case verification method,from the positive point of view of the previous theoretical knowledge analysis and demonstration,there are reasonable According to the analysis of sewage environmental protection PPP project risk management process.In this paper,the research focuses on the following five aspects:First,through the literature review summarizes the domestic and international research on PPP project and wastewater environmental protection PPP project risk identification research,risk assessment related research,risk response related research,etc.;This paper introduces the relevant theories of PPP model and risk management,and summarizes the commonly used methods in risk management to facilitate the similar methods to choose the appropriate methods for risk management.Thirdly,it introduces the common patterns and characteristics of PPP projects in China.Different models summed up the main risk factors,and introduced how to carry out risk assessment;Fourth,according to the principle of risk allocation to determine a reasonable sewage environmental PPP project risk allocation program,and PPP projects in the risk of the general distribution of comparative analysis,The reasons for the emergence of differences,and then according to the risk level one by one to put forward effective control measures;Fifth,through the actual case,the risk identification of the project,skilled use of AHP based fuzzy comprehensive evaluation method to assess the risk,Of the projects are low risk Financial risk,legal risk,financing risk,force majeure risk risk,construction risk,social risk,production risk,market risk,third party risk,design risk,and cooperation
