Study On Risk Management Of PPP Project In GX National Road Construction

Highway transportation infrastructure(such as GX national highway)is an important foundation of national economic and social development,with the characteristics of long construction cycle,complex construction environment,high technology content and large capital demand.In the current economic situation,most local governments have limited budgets and are at the peak of debt repayment.How to adopt effective methods,attract more social capital to participate in the construction and operation of highway traffic projects,and try to avoid the risks to improve the success rate of the project,is the focus of local government thinking.It is a direction worth exploring for the government to promote infrastructure construction and operation through PPP.However,how to control the risks,especially how to identify,evaluate and share the risks,has become the core issue of the success of PPP projects.This article mainly studies the risk management of PPP project based on GX national road.This paper briefly introduces the basic characteristics of highway transportation infrastructure,and the comparison of various modes;focuses on the advantages of PPP mode in highway transportation infrastructure construction projects,and elaborates the basic theory of risk management of PPP projects.Taking the PPP project of GX national highway construction as an example,this paper analyzes the risk identification,risk assessment and risk sharing of PPP project by using relevant risk management theory.In the aspect of risk identification,according to the risks that may arise and bear by different subjects under the PPP mode,this paper analyzes them from the aspects of government,social capital and external environment,and identifies the following risks: difficult risks in the implementation of pilot projects,government absence or dislocation risks,legal and regulatory risks.The risks identified are evaluated by means of expert questionnaire survey and risk matrix method;in the aspect of risk sharing,the consensus and controversy of risk sharing are analyzed in detail by using the principle of risk sharing.Finally,this paper tries to give some suggestions on PPP mode on the basis of risk sharing analysis of GX national highway construction PPP project,hoping to help the application prospect of PPP mode.
