The indemnificatory housing system is a kind of safeguard policy established by the government in order to solve the housing problem of the middle and low income people.The system of the indemnificatory housing has experienced more than ten years development in our country.However,due to lack of funds and construction and operation of low efficiency and other factors,affordable housing in China has not been very good development.In recent years,people in order to change the stagnant situation of affordable housing construction,try to PPP model into affordable housing projects.The use of the private sector in terms of financing and construction and operation of the project advantages and experience in the construction of affordable housing,and has achieved some results.However,due to the complexity of the PPP model itself and the characteristics of affordable housing low-income,making the PPP-based affordable housing projects there are a lot of risk.If these risks are not effectively identified and shared,will directly lead to the protection of housing PPP project failure,to the project participants to bring huge losses.Therefore,this article takes Shenyang Lishui New City Phase I as an example to study the risk factors and the sharing of these risk factors in the affordable housing PPP project in a more in-depth study.This paper is divided into five parts:The first part,the introduction part.This paper mainly introduces the background of the topic selection and the purpose of this paper.It also introduces the current situation of PPP risk sharing in affordable housing,and summarizes the research content and technical route of this paper.In the second part,the related theories are reviewed.First introduced the theory of affordable housing and PPP model,then introduced the risk sharing theory of the PPP model of affordable housing,and elaborated the risk sharing principle of risk sharing,laying the theoretical foundation for the following risk sharing scheme and strategy.The third part,the protection of housing PPP project risk identification.This paper begins with the introduction of PPP in the affordable housing and expounds the risk characteristics of the affordable housing PPP project.In order to select the suitable identification method of risk in the PPP project,we compare the advantages and disadvantages of common methods used in risk analysis,and eliminate the unsuitable analysis method.Then the advantage and necessity of using WBS-RBS in this risk analysis are introduced.After confirming the analysis method,taking Lishui New City Phase 1 project of Shenyang City as an example,it identifies the risk factors existing in the project and finally determines the 30 risk factors influencing the PPP project of affordable housing.The fourth part,the protection of housing PPP project risk analysis.According to the 30 risk factors that have been identified to affect the Lishui New City Phase I project,the questionnaires were designed for the PPP model of affordable housing.Then,the participants of the first phase of Lishui New City project,government departments,the private sector and other academic and research institutions to conduct a questionnaire survey.The data of SPSS19.0 were used to analyze and summarize the data,and the 10 key risks affecting Lishui New City Phase I project were identified and the importance of risk was ranked,which was the key risk affecting the PPP project of affordable housing.The fifth part,the affordable housing PPP model project risk sharing.Based on the 10 key risk factors and their importance rankings in the selected Lishui new city project,the paper designs the sharing scheme and the sharing strategy of the targeted PPP project risk so as to realize the effective avoidance of the risk of the PPP project in affordable housing and Sharing,so that the affordable housing PPP project can be successfully completed and put into operationThe results of this paper can be used as a reference for the risk assessment and risk-sharing of PPP projects.The risk-sharing scheme and strategy play a reference role for the indemnificatory housing project in our country,and it is helpful to improve the risk-sharing system of PPP in our country,and play a positive role in the development of affordable housing PPP model.
