With China’s rapid economic development, environmental issues are increasingly prominent. Air pollution in the north is serious, haze appear in long term; heavy metal pollution is serious threat to food safety; water pollution increase year by year, the water quality of the Yellow River is worrying; because of the natural environment destruction, wildlife diversity is degraded every year. The environmental protection projects’ cycle is long, with high investment and high risk. PPP model can effectively improve the efficiency of the use of funds, reduce the risks of the parties involved, so it has very broad application prospects. In the actual operation of the project, the risk management and control is a very important part of PPP model. The risk management is directly related to the parties involved in the realization of substantial interest and utility, even determine the success or failure of the project. In this paper, based on the characteristics of environmental protection projects, and the financing way of PPP theory, focusing on the factors using PPP model of environmental protection after the project risk, and gives the design of risk sharing schemes, to ensure that the construction of appropriate mode of cooperation of government departments and private enterprises.This paper analyzed the principle of environmental protection, the formation of project risk related risk subject. The establishment of the list of risks of environmental protection projects, and then through the analysis of the-TOPSIS model using the entropy of the right questionnaire, identify key risk factors. Put forward the risk sharing principle, the preliminary plan of environmental protection field of PPP mode of risk sharing is given, on the basis of this, a method is presented to determine the risk sharing mechanism.
