Study Of The Issues Arising From The Governance And Potential Resolution Of The Information Island Related To Hazardous Chemicals

At present,the chemical industry has become a pillar industry in our country,and occupied an important position in the national economy.However,there are many accidents in the hazardous chemical industry,resulting in a serious loss of life and properties.According to the painful lessons and mature regulatory experience,information island is the main reason for hazardous chemicals accidents.In this paper,by using Shanghai City as an example,we explore the countermeasure of information isolated island of dangerous chemicals.First,this paper analyses the research background and significance of the governmental regulation of hazardous chemicals by pointing out the necessity of such regulation.Second,after analyzing the current research status of the regulation of hazardous chemicals at home and abroad,this paper summarizes the academic research results from the safety management of dangerous chemicals and the information island respectively.Also,various research methods are presented in this paper,such as case study,analysis of research literature and quantitative analysis.Finally,this paper points out the innovations and limitations of the research,which lay the foundation for future study.In order to describe the concept of hazardous products and implementation of the regulations,this paper explains the hazardous products by definition,classification and quality;then discusses the hazardous chemical industry as a whole,hazardous chemical regulation,safety management and operational implementation.For their part,enterprises should take the responsibility for fine dust management,educational training and emergency procedure management.For its part,the government should take responsibility for leadership and operational and safety supervision.Also,this paper highlights several reasons,which caused the information isolated island,such as the poor distribution of information,lack of knowledgeable people,capital investment and government operational implementation.By using Shanghai City and China Sinopharm Chemical Reagent Co.Ltd.as an example,this paper researches and summaries the current problems of hazardous chemical regulation,the lack of responsibility,training procedures and a system for accountability.In conclusion,this paper proposes several feasible recommendations for enterprises and the government respectively.In addition to improving the information sharing efficiency,in order to eliminate the potential risk of hazardous products,the government should establish effective risk management and a diversified integrated supervision system,broaden the legal system,improve responsibility for the investigation system and strengthen the emergency management system,etc.The government also created the sharing system for information data,establish a supervision information platform,break departmental interests barrier,overall situation,the establishment of information sharing service mode,improve emergency response capability,the establishment of "Internet plus" information supervision mechanism,strengthen information personnel construction work supervision measures,smooth channels of information,solve the problem of"information island".At the same time,do a good job of dangerous chemicals regulatory system and scientific and technological security work,for the protection of hazardous chemicals regulatory information services.This paper lay the foundation for future study.
