Study On The Influencing Factors Of Public Participation In The Planning And Construction Of Hazardous Chemicals Warehouse

With the development of industrialization and urbanization of our country step by step,many NIMBY facilities projects aimed at meeting the social needs have been built.While promoting economic development,the NIMBY facilities also show strong negative externality increasingly and often lead to intense NIMBY conflicts due to the great resistance of the surrounding residents in the planning and construction.So the the NIMBY facilities are serious threats to social harmony and stability.The research perspective is transferred to the hazardous chemicals warehouse which is easy to be ignored belonging to the risk type NIMBY facilities after the Tianjin port explosion accident.Many domestic scholars are beginning to study the path of management on hazardous chemicals emergency now.Tianjin port explosion brought painful tragedy.At the same time,it also revealed the general situation about the lack of public participation in our country,clarified that public participation plays an important role in the prevention of similar Tianjin port explosion.The rationalization and ordering of public participation that being the the main trend of the world development in the process of city planning have important significance to city development and social progress.However,the current of public participation is not paid enough attention.The relevant laws and regulations system being not perfect makes invalid response to the appeal of public participation.In a word,China's level of public participation is lagging behind.In view of this,based on the background of Tianjin port explosion accident,this paper makes public participation as the research topic and discusses the key factors about the planning and construction process of hazardous chemicals warehouse.First of all,the paper takes the Tianjin port explosion accident's causes as the core theme.It uses the grounded theory which is widely applied in qualitative analysis to encode data through open coding,spindle coding and selective coding,so that five core categories can be obtained and the formation mechanism diagram of Tianjin port explosion accident can be drew.Secondly,the influence factors of public participation in various fields are sorted out through the literature research method.Then this paper establishes a list of factors for the planning and construction process of hazardous chemicals warehouse with the combination of recognition factor idea in NIMBY decision area and features of hazardous chemicals warehouse.Thirdly,according to the results of principal component analysis,the paper takes advantage of AMOS22.0 software to establish a confirmatory factor analysis model of first order multi factor skew.Because the model reveals the moderate and high correlation between latent variable,so a confirmatory factor analysis model of two order that takes the public participation in planning and construction of hazardous chemicals warehouse as an exogenous latent variable is built.Through the fitting,modification and evaluation of the model,the results are obtained.The influence degree of the external environment,the subject of public participation,project decision,public participation process reduces gradually in order.Finally,on the basis of above research results about influence factors of public participation,this paper puts forward countermeasures and suggestions from three aspects of institutionalization,subject diversification and normalization,in order to provide a reference for China's reform of the investment system and public participation mechanism design research in the future.
