As of2012, Changshou, Fuling, the two chemical base basically completed,chemical industry become a pillar industry in Chongqing. Transportation of hazardouschemicals is the basis for the development of the chemical industry, but also the securityof transportation of energy, raw materials and dangerous chemicals. River transport isthe main mode of transport of hazardous chemicals in Chongqing. Inland transportationhas some problems those are uncertain risk, high transport costs, high accident rate andso on. How to minimize transportation costs in acceptable risk range, has becomeurgent problem for the inland transportation of hazardous chemicals.The thesis about transportation of hazardous chemicals are mostly concentrated inthe path optimization problems at domestic or abroad, structural analysis andoptimization for cost little studied. For the cost of inland transportation service chain ofhazardous chemicals, this thesis mainly focus on the following aspects were studied.①By researching the corporate related to inland transportation of hazardouschemicals in Chongqing to understand the composition and operation of the servicechain processes, finding that transportation service chain can be divided into startingport operations, waterway transport, ending port operations.②Analyze the cost structure about various aspects of transport services chain.The inland transportation service chain cost of hazardous chemicals by processes can bedivided into three costs. In the cost of sea transport, fuel oil costs and labor costs run thehighest proportion. Analysis of the transport service chain cost and unit cost factorschange with the seasons trends found that apart from the cost of risk control, the othersignificant changes in the cost, it should be developed different cost control strategy fordifferent seasons.③The risk is quantification and finding that between the risk value and the cost oftransportation exists the inverse relationship, namely the more of the risk cost putting in,the lower of the risk value, the less of the cost putting in, the higher of the risk value.Then, studying the cost structure optimization problem in the range of acceptable risk,the results show that the cost structure of inland transportation service chain ofhazardous chemicals in Chongqing is reasonable, we should focus on controlling fuelcosts and labor costs expected profit and invest appropriately enhance risk control costs.④A company as a backdrop, this study analyzed the A Company ’s cost structureis reasonable or not. The results show that it is reasonable that the current transportation service chain overall cost structure of hazardous chemicals in A company. In order toensure a low risk of transportation, we should focus on strengthening the fuel runmaterial cost control, while increasing the risk control cost.The thesis specifically introduced the operation process of inland transportationservice chain of hazardous in Chongqing and analyze and optimize the cost structure,considering within the acceptable risk range transportation of hazardous chemicals tooptimize the cost structure, the results showed basically consistent with the actualsituation. Therefore, in this way for the cost control has a certain reference for thetransportation enterprise of hazardous chemicals.
