Influence Of New Rural Social Pension On Poverty Alleviation Of Rural Elderly

China has stepped into the aging society,and the aging of the rural population is faster and deeper,the pension is more scarce,the supporting problem is more serious.In 2009,the New Rural Social Insurance in rural areas of China has been carried out,the government try to establish a comprehensive social pension insurance in rural areas,in order to make up for the lack of rural elderly family support and alleviate poverty of rural elderly.The mode of family support of old age which is rooted in Chinese traditional culture of filial piety still plays an important supporting role.Can the intervention of the New Rural Social Insurance has an impact on the existing rural old-age pension mode.Can the New Rural Social Insurance really alleviate the poverty of rural elderly?If it can reduce the poverty,then how much to alleviate poverty of the rural elderly population?the basic starting point is to improve the rural elderly people living security and welfare level and establish a theoretical framework of poverty reduction effect about the New Rural Social Pension Insurance.Starting from the angle of the implementation of rural new agricultural insurance,the study not only can analysis and interpret the poverty reduction,but also can study the actual effect of New Rural Social Pension Insurance to provide scientific advice and policy recommendations,through empirical research.Chapter1.Introduction.This section introduce the backgroud and the process,the theory and the practice significance,the research goal,the research method and the mentality,list its innovation and shortages.Chapter2.Theoretical basis and literature review.Firstly,the paper introduces the related theory of social pension insurance and poverty,and makes a reasonable explanation to the social policies.Secondly,the paper does foreign and domestic literature searching about the practical effect of social insurance for the elderly poor.lastly,the paper makes a summary and analysis above all.Chapter3.Theoretical analysis frame.The effect of the new type of rural endowment insurance on the poverty of the elderly in rural areas is analyzed,and the positive effects and negative effects were compared.Chapter4.Life of the elderly in rural areas,respectively from aging,empty nest,core,insufficient support from their children and lost land endowment,the paper make a deep analysis of the actual standard of living of the elderly in rural areas.Chaper5.The historical evolution and development of rural social insurance system in China.From the historical perspective,the development of rural social insurance system is deduced.Chapter6.The empirical model.Chapter7.Descriptive statistical analysis of New Rural Social Insurance and poverty reduction.Chapter8.Empirical analysis.Firstly,the paper makes descriptive statistical analysis which is carried out by CHARLS,and analyzes the effect of the New Rural Social Insurance on the poverty reduction of rural elderly people by Ivtobit and Ivprobit.The results show that the New Rural Social Insurance income can significantly reduce the poverty rate,poverty depth and intensity of the elderly in rural areas.Chapter9.Conclusion with policy implications.From the four levels of individuals,the village collective,the central government and society,the paper puts forward suggestions to improve our public policy.
