After China’s comprehensive victory in the battle against poverty,multidimensional relative poverty has begun to become a new topic for theory and practice.At the same time,under the combined effect of low birth rate and high average life expectancy,China is rapidly entering the stage of aging.Therefore,to improve the quality of life of the rural elderly and to avoid deceiving them into multidimensional relative poverty has become an important value objective of China’s public policy policy.As a basic component of rural old-age security,the public policy of social pension insurance has been given the functional objectives of ensuring the survival and development of rural elderly,promoting relative equity and maximizing social benefits.In this context,this study defines the core concepts of social pension insurance,builds a theoretical analysis framework based on theories of vulnerability,and conducts a theoretical and empirical analysis of the mechanism of multidimensional relative poverty among rural elderly people and the mechanism of social pension insurance’s effect on poverty reduction among rural elderly people from the perspective of multidimensional relative poverty.To investigate in depth the multidimensional relative poverty of rural elderly and the effect of social pension insurance in alleviating multidimensional relative poverty of rural elderly,this study measured the multidimensional relative poverty index of rural elderly under the economic,health and mental dimensions using the data of China General Social Survey 2017(CGSS2017)using the AF measure.The results indicated that the health dimension of relative poverty was the most pronounced among rural older adults,and the annual personal income index and self-rated health index contributed the most to multidimensional relative poverty.Further studies that empirically analyzed the different effects of social pension insurance and personal characteristics of rural elderly on this group in economic,health and mental dimensions through a binary logistic model showed that social pension insurance had significant relative poverty alleviation effects on economic and mental dimensions,and insignificant relative poverty alleviation effects on health dimensions.The gender,age,education level,social status,number of children and number of cohabitants of rural elderly people all influence their multidimensional relative poverty to different degrees.Accordingly,countermeasures such as improving the level and sustainability of social pension insurance coverage,properly handling the relationship between social pension insurance and other protection methods,actively carrying out geriatric education,and paying attention to the physical and mental health of rural elderly are proposed.The main contributions of this paper are: by systematically analyzing the mechanism of social pension insurance,constructing a theoretical analysis and hypothesis model of social pension insurance to alleviate the multidimensional relative poverty of rural elderly,and empirically testing it,and providing suggestions on social pension insurance for improving the social security system. |
