China has defeated destitution and entered a new phase of fostering high-quality development.Simultaneously,poverty alleviation has entered a new stage of development with the theme of consolidating and expanding poverty alleviation achievements,boosting the internal development impetus,and preventing people out of poverty from returning to poverty and people on the edge of poverty from falling into poverty.To consolidate and monitor the results of poverty alleviation and to rigorously observe the bottom line of no return to poverty on the scale of poverty reduction,we need to take into account not only the quantity but also the quality of poverty reduction.As our nation enters a new period of development,the population structure also demonstrates new characteristics;the aging trend cannot be ignored.The cognitive ability of the elderly is poor,and their health risk is greater than that of younger adults as they age.In addition,the traditional family pension model is progressively deteriorating as family structures become smaller and more core-shaped,which places the elderly at a natural economic disadvantage and increases their risk of falling back into poverty.As an essential measure for families to prevent and prevent risks,the social security policy with pension insurance as its core can directly increase family income and has a significant effect on enhancing the quality of poverty relief for elderly families.Under the requirement of consolidating and expanding the achievements of poverty alleviation,the impact of the pension insurance of urban-rural residents on the quality of poverty alleviation for elderly families was investigated in depth by combining the existing relevant research literature and conducting qualitative and quantitative analyses.We firstly examined the connotation and measurement methods of the quality of poverty alleviation,the influence factors of the elderly family poverty,and the related research of the influence of the pension insurance on the quality of poverty alleviation.It then explained briefly the evolution course of the pension insurance of urban-rural residents,examines the system design of the pension insurance of urban-rural residents and demonstrates status of the pension insurance of urban-rural residents.Second,based on pertinent theories and existing studies,the theoretical analysis framework was constructed from the following two aspects of "blood transfusion" and "endogenous hematopoietic".Thirdly,the index evaluation system for the quality of elderly families’ poverty alleviation was constructed.The entropy method and coefficient of variation method were used to determine the weight of each index,which was then used to comprehensively measure the poverty alleviation quality of elderly families.The kernel density function was then used to analyze the dynamic evolution trend and development situation of the quality of poverty alleviation for elderly families.Finally,the panel data model and the intermediary effect model were used to analyze the effect of the pension insurance of urban-rural residents on the quality of elderly families’ poverty alleviation and its action pathway.On the basis of the heterogeneity perspective,the policy effect of the pension insurance of urban-rural residents on elderly families with distinct characteristics is examined in depth.In addition,quantile regression was used to test the changing trend of the policy effect of the pension insurance of urban-rural residents on elderly families with varying poverty alleviation quality based on the poverty alleviation quality of elderly families.The results indicated that,first,the overall quality of poverty alleviation for elderly families in China has increased over time,and development quality is an important driving force for the improvement of the quality of poverty alleviation of elderly families.In terms of regional characteristics,the quality of poverty alleviation for elderly families in urban areas is superior to that of elderly families in rural areas,and this disparity has progressively widened over time.Second,the results of the baseline regression indicated that the pension insurance of urban-rural residents can substantially improve the quality of elderly family poverty alleviation.This conclusion remained robust after propensity score matching,changes to the core explanatory variables and explained variables,control of macro factors,consideration of endogeneity,model modification,and tail reduction.Thirdly,the results of the mechanism analysis indicated that the pension insurance of urban-rural residents can affect the quality of elderly families’ poverty alleviation by influencing their asset allocation,labor supply,and management decisions.Fourthly,the policy effect of the pension insurance of urban-rural residents was heterogeneous for elderly families with various characteristics,with the marginal effect of the pension insurance of urban-rural residents on urban areas,high-income elderly families and mixed elderly families is relatively higher.Moreover,the effect of endowment insurance for urban and rural residents on the poverty alleviation quality of elderly families exists in the "cumulative effect" in time.In addition,the results of panel quantile regression indicated that the marginal effect of the pension insurance of urban-rural residents is also progressively enhanced as the elderly families’ quality of poverty alleviation rises.However,when the elderly families’ poverty alleviation quality exceeds a certain threshold,the marginal effect of the pension insurance of urban-rural residents exhibits a progressive decline.According to the results of the theoretical and empirical analyses,the paper concludes with policy recommendations such as optimizing the operation mode of the pension insurance of urban-rural residents and establishing a diversified pension service system.
