Abstract/Summary:
The “double-track system” of annuity is the product in the specific period of history.Reforming the “double-track system” is a point of no return.On January the14 th,2015,the State Council printed and distributed Decision about Endowment Insurance System Reform among Staff in Government Departments and Public Institutions(Decision for short),stepped out substantive reform paces to explode the“double-track system” of annuity.From October the 1st,2014,the Decision carried out reform in endowment insurance system among staff in government departments and public institutions,and raised the basic pension minimum standard of the national urban and rural residents’ basic endowment insurance and the basic pension standard of the national enterprises’ retirees.This series of decisions are the important content to implement the spirit of the 18 thNCP,the Third and Fourth Plenary Session of the eighteen,comprehensively deepen reform,the great measure to promote social security system construction and build more equitable and sustainable endowment insurance system.The retirement system of our national government departments and public institutions was first established in 1955 and played an important role in guaranteeing the basic living of retirees and stabilizing contingent of cadres over the past 60 years.With the establishment and development of socialist market economy system,especially the establishment and development of endowment insurance system for enterprise staff created good conditions for the endowment insurance system in government departments and public institutions.In the 18 th NCP,the Third Plenary Session of the eighteen,it clearly proposed to promote endowment insurance system reform in government departments and public institutions.Some relevant stipulations were made in Social Insurance Law and the national 12 th Five-Year Plan.Some areas even carried out experiments and exploration.On the basis of summarizing practical experience and going further into arguments,the State Council decided to simultaneously implement the endowment insurance system of government departments and public institutions nationwide,which was good for planning and promoting the urban and rural old-age security system constructions,promoting rational flow and optimal configuration of human resources,establishing the socialized endowment insurance system unified with other staff and graduallydefusing the conflict of big treatment disparity.According to the requirements in Decision,Shanghai Municipal Human Resources and Social Security Bureau introduced the stipulation Treatment Suggestions of Several Problems about Implementing the Decision about Endowment Insurance System Reform among Staff in Government Departments and Public Institutions from the State Council(No.26[2015] from Shanghai Ministry of Human Resources and Social Security),which elaborated calculation and providing method of annuity of staff in government departments and public institutions and adjusted this calculation and providing method from October,2014.Based on the Decision,No.26 [2015] from Shanghai Ministry of Human Resources and Social Security and other relevant policy documents,this thesis systematically analyzes the current situation of endowment insurance system reform in government departments and public institutions in Shanghai.From such 4 aspects as ideology obstacles,dilemma of treatment disparity and transformation cost after reform,cohesion of old and new systems and the influences to individuals and society,it analyzes the faced dilemma of program implementation and dissects the difficulties and assistances of this reform.On the basis,it comes up with the countermeasures and thoughts to further promote endowment insurance system reform in government departments and public institutions.That is to take account of both fairness and efficiency,realize smooth and steady convergence of old and new systems and enhance public approval to reform so as to ensure successful implementation of the reform.
