Study On The Urban Double Track Pension Insurance Problems In Tianjin

It has attracted widespread attention that the problems of the dual-track pension system in enterprises and in government organizations and public institutions. The existence of the dual-track pension insurance system results in a huge difference in pensions between the retirees in government organizations and public institutions and those in enterprises. That seriously threatens the social fairness, and is not conducive to the rational flow of talent. To change this irrational situation, ‘Measures on old-age insurance for workers in government agencies and public institutions' was unveiled by the State Council in January, 2015. We hope that the existing pension system for organs and institutions will be changed by this document.In the context of the reform, Hangu area of Tianjin as the research object, this thesis finds out some problems in the implementation process of urban pension insurance system in Tianjin, and then make the practical suggestions. Firstly, it makes a review about the development process of the pension insurance system of government agencies and institutions and enterprises in Hangu area, and briefly illustrate the formation process of the dual-track pension insurance system in Hangu area.Secondly, it analyses of the current operating situation of the dual-track pension insurance system of enterprises and government organizations and institutions in this area, and discusses the problems of the dual-track system in operation. Moreover,it analyzes the specific effects and problems which should be attention those are brought by the ‘Measures'. Finally, from the perspective of daily handling works, it puts forward some specific operational recommendations.
