The Research On The "Double-track" Model Of Pension Insurance In China

After decades of exploration and practice, China’s Pension insurance system reform has made remarkable achievements. But because of the overall arrangement of the system, the consistency of the reform measures and other reasons, make the Pension insurance system show some problems during the development. Among them, the "double-track" model of pension insurance which leads to the large treatment gap between enterprises retiree and organizations and institutions retiree has become a more and more prominent, and causing widespread social concern problems in recent years, it also become one of the issues affecting social harmony, the present situation of China’s "double-track" model of pension insurance has made the gap between the pension insurance of the government employees and corporate employees, and impacted the social equity, has also hindered the rational flow of talent. Judging from the reform of practice and theory, the existing of "double-track" model of pension insurance lag behind China’s current economic and social development. Over the years, the reform of the "double-track" model of pension insurance has been in the "trial and not be " state, how to promote the model of pension reform, not just a necessary requirement for the social equity, but also the requirement of building the inevitable requirement for China’s scientific and reasonable pension system.This article through the introduction of the present situation of China’s "double-track" model of pension insurance as well as the data comparison and analysis in the specific case, discusses the causes and background of the "double-track" model of pension insurance. And through the discussion and analysis of the pension system reform and the current civil service pension insurance system for Singapore, Germany, the United States, Japan and other countries, try to find the reform direction of China’s "double-track" model of pension insurance. Also make a number of exploratory opinions and suggestions. This paper is devided into four parts:the first part including the background and significance of the double-track study of the pension insurance, also the research methods and significance, and literature review. The second part analyze the formation process and its effect of the double-track system of pension insurance in China. The third part through the analysis of foreign pension insurance system, especially the foreign civil servants pension insurance system, looking for the direction and inspiration of the double-track reform of pension insurance in China. The fourth part presents the recommendations and concrete initiatives for the double-track reform of pension insurance in China.
