Research On Problems And Countermeasures In The Reform Of Merging Endowment Insurance System Of Government And Public Institutions In A City

The long-term implementation of different retirement systems between government institutions and enterprises has triggered social doubts on the fairness of recent endowment insurance system.Meanwhile,disadvantages of the“dual-track system” gradually show up,which leads to the growth of call for the integration.Against this background,The State Council officially launched the reform of the endowment insurance system of government and public institutions.This reform has realized the unification of the basic endowment insurance system for employees of government organs and public institutions and enterprises,which is of positive significance to the construction of a fair and just modern social security system.Since the reform,all localities have been making all-out efforts to promote the implementation of the reform,but the actual progress of the implementation of the reform in all localities and the effectiveness of the implementation remain to be further studied.Based on this situation,this paper studies the existing problems and puts forward targeted countermeasures from the current situation of reform promotion in A City,so as to accelerate the implementation of reform.This paper first analyzes the background and significance of the reform of endowment insurance in government institutions and expounds the necessity of reform.This paper is guided by basic theories such as equity theory,life cycle theory and old-age insurance three-pillar theory,and in accordance with research ideas of putting forward,analyzing and solving problems.Based on abundant relevant literature and current endowment insurance reform status of government and public institutions in City A,this paper finds out the crux of the reform through longitudinal historical analysis and horizontal comparative analysis.The study finds that,since the reform,City A has completed the registration of active staff,the payment of retirees and the return of pilot individual account etc.which achieved certain effectiveness.However,problems such as big endowment insurance fund gap,outstanding differences in pension,loss risk of endowment insurance fund,frequently appearing arrearage phenomenon of balance-allocation and self-financing institutions still exist.Through systematic analysis,it is found that the main reasons for the existing problems are the pension fund income does not cover the expenditure,the pension system design needs to be improved,the loopholes in the risk prevention and control of the fund supervision and the lagging reform of public institutions.On this basis,this paper put forward countermeasures and suggestions in aspect of the sustainable endowment insurance fund,the fair endowment insurance system,the sound endowment insurance fund management system and the improved supporting policy,which provides certain reference for reform of endowment insurance system of government and public institutions.
