Now, our public employees are coveraged by retirement system, enterprise employees are coveraged by basic old age insurance system, and that is "Double-track system". There is a big difference between these two system,for some kinds of reasons. From the pension level view, the replacement ratio of enterprise employees is about44percent, but85%for public employees. The pension for the public employees is double of the enterprise employees."Double-track system" has initiated big contradiction, which has been a big topic of our society. The reason includes different pension system and different pension level, and we think the big pension level gap is the key problem. So, to solve these problems, we should not only integrate pension policy, but also resolve the pension gap.Taking all kinds fact into account, this thesis insists that to resolve "Double-track system" problems, we have to reform our pension policy for public employees. Firstly, reform our basic old age insurance policy (taking the individual account out of the basic old age insurance system), integrate the basic pension for enterprise and public employees. That is first pension scheme whose target pension is60percent. Secondly, build occupational pension for public employees and build corporate pension for enterprise employees, which is the second pension scheme, whose target pension level is20percent. Thirdly, build individual pension saving plan,that is the third pension scheme. We have to learning from the past experience, especially from the fail of public employee pension system reform. We cannot reform our pension system by one aspect, but have to insist some principle, reform some relevant policy, and give a top devise.The principle include:Firstly,the pension level cannot be declined after reform. This is a basic principle. Secondly, we have to give reasonable pension for "middle age" people. There are two methods to "middle age" people, one is put these people to "new" people, and the other is put them to "old" people. Anyway, these two methods all has advantage and disadvantage. Thirdly, all public employee pension system has to reform. The reason of failing of experiment reforming in2008is that the civil servants pension system has not reforme.Four synchronism:Firstly, perfecting the basic old age insurance system. Perfecting the basic system is the fundament our reforming (combing), which can give a guarantee to operate the system healthy. Secondly,building occupational pension. That is a key method to relieve the anxious from the public employees, and the reason for failing of the experiment reform is not building the occupational pension in time. Thirdly, build corporation pension. To avoid new "Double-track system", which means we have public employee occupational pension but have not corporation pension, we have to build the pension for enterprise timely, and reduce the pension gap between the enterprise employee and public employee. Fourthly,reforming the wage system. The problem of our pension system is the problem of public wage system.Aiming at the objective of this thesis, I arrange nine chapters. First chapter is preface, introducing the purport, method, innovation and document studying. Second chapter,analyzing the theory and studies of "Double-track system".Third chapter, analyzing the necessity and pilot project of the reform, especially the pilot project setting up from2008in five provinces. Also, we analyze the problem and reasons of the reform, and the key point and difficult problems of the reform.Fourth chapter, analyzing the basic old age insurance system, including of the problems, theories, suggestions of the system. Fifth chapter, analyze the design of the reform, which including the reform direction, reform path, system frame and parameter setting etc. Also, this chapter analyze the three-pallor system, and it's contribution rate and other parameters. Sixth chapter, calculate the cost of basic old age system and the occupational pension system, comparing the cost between the old and new system. Studying the occupational pension system, analyzing the idea, direction and way of this system. Seventh chapter, study the occupational pension system, including of the thought, direction and the path of this system. Aright chapter, international comparing of civil servants pension system, especially analyzing the civil servants pension of America, Britain, Germany and Hong Kong, and analysis the inspiration for our country. Eighth chapter, Perfecting the basic old age insurance policy is the premise and fundamental of reforming.This chapter study the problem, shortage, and reform measures of the basic old age insurance system. Ninth chapter is the conclusion and suggestion.
