As an important branch of social security,pension insurance has always been highly concerned by all levels.The reform of the pension insurance system of public institutions from the beginning of the 1990 s to the completion of the dual-track reform in 2015 has attracted the attention of the world.The process is complicated and twisting.It is a magnificent picture.With the beginning of reform and opening up,in order to better adapt to economic development and enhance the vitality of the market economy,China first reformed the pension system of the enterprise and established a unified pension and pension model.However,the reform of the pension system of public institutions and institutions has progressed.It is slow and winding.The pension system of the government and public institutions that was mainly provided by the government has been unable to meet the needs of the sustained and healthy development of the society.Therefore,since the original Ministry of Personnel issued the reform on endowment insurance for institutions and public institutions in 1992,although local pilot reforms have been carried out on a large scale,due to the lack of a unified national reform program,the fragmentation of reforms has become a serious trend,resulting in inconsistent local reform systems.Reform is difficult to spread across the country.The reform process which lasted more than 20 years has experienced continuous local trials and explorations.Government departments,experts and scholars have repeatedly researched and demonstrated that the reform plan has been scientifically formulated and smoothly implemented under the strong promotion of the Central Government.In order to better study the complexity of the reform process and explain the specific reasons for the repeated setbacks of reforms,this paper collects relevant domestic and foreign literature and data,focuses on the domestic relevant pension system literature,and studies the reform process of the pension insurance system of public institutions.From the starting point,model analysis and application methods,literature research methods,case study methods,comparative analysis methods,and statistical analysis methods are used.Using the multi-source flow theory,we start from the three perspectives of problem origin,policy origin,and political origin.The specificperformance of the reform of the unit pension system reform,the reasons for the resistance,and the process in which the policy was finally successfully produced were studied and explained in detail,and the entire reform process was summarized.This chapter mainly includes four parts.The first part is about the related theories of the pension system of institutions and the analysis of the adaptability of multi-source theory,which can pave the way for the full study of the pension system of the institutions in our country.The second part discusses the multi-source flow of the pension system of institutions.Composition,from the source of the problem,the origins of policies,and political origins,describes the process of the formation of policy streams;the third part talks about the coupling process of public institution pension systems,and elaborates how policy programs are used by policy entrepreneurs to use various resources to promote policies.The window is positively coupled;the fourth part is a summary analysis of the positive coupling of policy from the perspective of multi-source flow,and puts forward corresponding countermeasures for the reform of the institutional pension system and enterprise pension insurance system.
