Changning County, Yunnan Province, The Whole Township To Promote Poverty Alleviation And Development Problems And Solutions

The Whole-town Advancing Program is a comprehensive poverty alleviation and development measure with the village and town as the unit.It is the effective measure to promote regional development and realize targeted poverty alleviation which was newly explored in the process of long-term poverty alleviation cause of China to realize development and prosperity in poor villages and towns.The Program has been implemented for 5 years since 2011 in Changning County,has made some achievements in the past practices,accumulated certain experience,and provided some good methods,but still in face of problems;for which further research and improvement is required to make progresses in future.Taking Changning County,Baoshan City as the research object,this thesis deeply analyzes the Program in this place based on literature research,case studies and comparative analysis,systematically expounding the background,evolution,implementation and results of the Program in Changning County.The thesis emphatically introduces the main methods and results of the Program that organically combines poverty alleviation and development with regional economic and social development,and that,with mutual promotion,plays an important role in the process of poverty alleviation.During the thorough analysis and study on the Program in Changning County,the thesis uncovers problems during the implementation of the Program,such as insufficient capital,inefficient project management,difficulty in cultivating income-increasing industry,deviation from the masses,etc.,analyses the causes of such problems one by one and puts forward countermeasures: firstly,improving the mechanism of capital investment and increasing financial investment;secondly,improving the mechanism of project management and the efficiency of poverty alleviation management;thirdly,improving the industry development pattern and strengthening the “hematopoietic” function;and fourthly,putting the masses in the right position and accurately implementing the assisting plan.This thesis presents in-depth study on insufficiencies in the successful implementation of the Program in Changning County and pushes forward the practice of the Whole-town Advancing theory of poverty alleviation.The countermeasures and suggestions drawn from the study are of practice-guiding significance to improve the development-based rural poverty alleviation measures and promote the efficiency and achievement in the future within Changning County.At the same time,the study also provides reference for other regions to meliorate current poverty alleviation measures.
