Facing the opportunities of group policy adjustments, North Star Group has formulated the corporate strategy of "development" and "integration". Original performance management system which takes financial indicators as the core can not adapt the company's development, The North Star Department store required new management tools to help companies improve the management level. The BSC which published the first thesis in 1992 in the United States has been the gradual developing to strategic management tools from performance management tools, many enterprises have carried on the application attempt after the balanced scorecard enters our country. The North Star Department store needs to reconstruct the performance management system from the strategy point of view, therefore studies the application and implementation of the BSC has an important practical significance.This paper has introduced the performance management and the related concepts, also it has briefly described the typical approach of performance management in this paper.。It focuses on the balanced scorecard principles, characteristics, roles and the problems you have to pay attention to during applications, also it analyzes both the competitive pressure which the department stores enterprises are facing with, and the performance management system of state-owned enterprises falling behind. Take North Star department store company carrying out the BSC project for example, it analyzes the current weaknesses of performance management by adopting the approach of interview, and it makes clear of the applicability of BSC, according to the principle of the BSC, it divides the strategy aim into operable integrative target, from four aspects(finance, customers, procedures, study and improvement)and solves the problems of organization frame and core procedures that the company is facing with, finally it establishes North Star department store company performance management system under the strategy guidance. This paper is an attempt and a discovery for the department store enterprises performance management during the strategy expansion. the research for this paper has very significance for both the author's work and company development, and also has its reference value and significance for other department store improving performance management during their strategy expansion.
