The service industry is an important part of modern economy in this period of transition from "industrial economy" to "service economy". Its development is an important sign to measure the economic development of countries in the world. Speeding up the service industry development has an important significance to promote China's economic growth. However, the development of service industry in our country is facing an important problem of unbalanced district development. Accompanied with the phenomenon, there is also a large-scale cross regional labor flow. As an important factor of production, whether labor mobility across regions has significant effect on the development of regional service industry, and whether the effect has differences between different regions will be discussed in this thesis.This thesis is based on analyzing concept of the labor mobility and service industry,taking the traditional Cobb Douglas production function as the analysis framework,introducing two elements of labor inflow and outflow, selecting the provincial panel data from 2004 to 2012, analyzing the relationship between the labor mobility and regional service industry by structuring dynamic panel econometric model.The results showed that the labor inflow has played a significant role in accelerating the development of service industry. And labor outflow has a certain extent of restrain in the service industry. The present situation of labor large-scale inflow from the Midwest to the eastern region in our country will exacerbate regional service industry development imbalance. At the same time, there are significant differences in labor inflows and outflows of eastern central and west region for the development of service industry influence. Compared to inflow of eastern and central part of the labor force has a significant role in promoting on the development of the service industry, the inflow of west regions to promote the role is not obvious. And compared with the eastern and central regions labor force outflow of the service industry development of inhibitory effect was not significant, the development of the western regions labor force outflow significantly inhibited the service industry. Therefore we must suit one's measures to localconditions to develop the labor flow guiding policy reasonable and sustainable development and promote service industry.
