From "industrial economy" to "service economy" in the global economy. The "Chinese paradox" of economic services can be further interpreted as the paradox of the development of China’s producer services. At the same time, China’s labor mobility showed the breach law characteristics between industries. Caused by manufacturing and service demand of the increased demand for labor, cannot be resolved by relying on technological progress to release manufacturing labor. In this paper, the development of producer services and labor mobility will into a unified analysis framework.In general, the overall level of development of producer services is good, the proportion of GDP increased steadily, and the development of the eastern region is higher than the Mid-west, which in line with the "Chinese paradox" of the development of producer services. The internal structure of producer services is not balanced, labor mobility and industrial development is not coordinated, Causing the industry structure of producer services unreasonable. Tell index and industrial structure deviation degree are greater than zero, and continue to increase the trend, which show that the degree of imbalance increased, the greater the pressure of the transfer of labor to other industries. Therefore, need to promote the rational flow of the labor force in the industry, to achieve the balance of factor input structure and output structure.Theoretical analysis, Combing and drawing lessons from theories, From the perspective of factor allocation,it is pointed out that the development of productive service is influenced by labor mobility through three ways: structure effect, external effect and scale effect. From the perspective of industrial connection, points out that the demand from manufacturing and services itself, the productive service industry with the “self reinforcing mechanism” has caused the labor force flowing inside the industry. And according to the theoretical analysis, this paper puts forward two research hypotheses. Empirical analysis, based on the 2004-2011 sample data of 31 provinces in China,construct the dynamic panel data model for the development of producer services and the static panel data model of labor mobility, using shift share method and one step system GMM method to make an empirical analysis on the model. Ensure the robustness of the empirical results, this paper study the interactive relationship between the labor mobility and producer service from two aspects: points area and subdivision industry.Conclusions:(1) The labor mobility promotes the growth of productivity of producer services, present a "structural bonus hypothesis" feature. However, the phenomenon of “structural negative profit hypothesis” has emerged during the period of 2008-2009 and 2010-2011. Other time periods, the "structural bonus hypothesis" of labor mobility is quite obvious.(2) The impact of labor mobility on the development of producer services is inverted "U" structure, and each region is in line with the nonlinear relationship. Subdivision industry,in addition to the wholesale and retail industry, other industries have inverted "U" type relationship.(3) On the basis of structure optimization and efficiency of resource allocation, With the rapid development of producer services with the “self-reinforcing mechanism” has accelerated the industry internal labor mobility. Subregional perspective, the development of productive service industry has played a positive role in promoting the labor mobility in the eastern region, but this influence is not significant in the Mid-west. Subdivision industry, the development of various sectors of the industry in the industry has played a significant role in promoting labor mobility. Besides, the role of wholesale and retail industry and the financial industry are higher than other industries.The wage difference of producer services is not significant to the promotion of labor mobility. The “employment loss effect” caused by technological progress has a negative impact on the labor mobility.
