| In the year of 2013, the optical fiber gradually took the place of traditional copper line in the field of broadband services, therefore the investment toward broadband optical fiber network became the major concern of broadband strategy of China Telecom. As a result, China Telecom now on one hand achieves the predominance by stepping up effort to set up optical fiber broadband network, the related projects, as well as the Fiber To The Home(FTTH) services, and on the other hand, opens up mobile market in telecommunication industry.As the only authorized branch of the Shangdong Telecom in Weifang area, Weifang Telecom is currently facing the intensifying competition for the communication business, and the urgent demand for the fast propulsion of optical network city construction. In recent years, the shaper competition among the three major telecommunication carrier in China leads a booming 4G network construction. However, the current telecommunication construction at rear-end is for the market, therefore the timeliness for the 4G project is regarded as the utmost criterion so as to reach the market in a rapid manner. Such standard inevitably leads an extensive management when conducting the construction work. Moreover, it is more likely to sacrifice quality to timeliness after ensuring the basic functions. Therefore the risk control in the short-term 4G construction project is considered to be particularly important.This work is conducted under such critical condition mentioned above, we combine the knowledge in the field of project risk control, in order to identify the risk source of 4G project at Xiaoxi village of Weifang city, as well as evaluate the risk degree. This work establishes the theory framework for the management, analysis and risk control, and provides methodological and theoretical fundamental basis for risk management of 4G construction project by Weifang Telecom, which has a profound theoretical and practical significance. |
