With the rapid development of international internet operations and new project line,the requirements of network platform and services systems as well as the challenges are on the increase. China Unicom is facing vehement competition from international communication markets. In order to enhance market occupancy、extend service area and international cooperation,We should intensify efforts to the construction of the basic bearer network. Moreover, in order to accommodate changes in the market, the basic bearer network construction must have establish efficient project management mechanism to improve their own competitiveness. Project management in modern management as an important branch of scientific disciplines, has been thirty years since it was introduced into China, but in communications engineering construction is still in its infancy. Therefore, We need more communication risk management through the project implementation,and also to explore the characteristics of project management in practice.In this paper, the theoretical framework of project management as a guide, combined with China Unicorn’s international internet transmission platform construction project management, specifically describe the management methods and means used in the project management process. This article first analyzes the status of China Unicom in communications industry market; the challenges and opportunities we are confronted with; then in accordance with the strategic objectives of China Unicom raises the need for the project construction; later in this article focus on the China Unicorn’s international internet transmission platform construction project management practice, the use of theory and practice of combining methods, on the risk of project planning, risk identification, qualitative & quantitative risk analysis, risk response and risk monitoring risk management technology for a more and depth research. First of all, the authors use of risk management identification technology, for different periods of time to identify the risk of incident analysis. Followed by a combination of qualitative and quantitative hierarchical structure risk table method, combined with traditional methods of risk quantification model of a construction project to quantify and estimate the risk. Finally the use of combination of coping strategies and the establishment of the risk of early-warning mechanism to deal with methods of risk and risk control, to reduce project risks, and ensure the success of the project purpose. Hoping this article would provide theory gist and practice method for the similar communications engineering implementation of the project risk management.
