As the core of modern enterprises’supervision mechanisms and incentive mechanisms, performance management is a key component of human resource management system. Performance management is so essential that it helps improve firms’ incentive mechanism and management level, contributes to integrate enterprises’ resources more efficiently and finally promote to achieve their strategic objectives. Four challenges-tobacco control, imperfect system, international competition and the task of building a harmonious society-constitute a serious situation for China’s tobacco industry. China’s tobacco companies therefore have been continuously reforming their management technique and style, aiming to establish a scientific human resources management system and to construct an advanced performance management model.Guiyang Tobacco Division was selected as the research object in our study. We carried out series of investigation by using data collection, questionnaire survey and face-to-face interview in Guiyang Tobacco Division. During the investigation, we found a lot of problems and symptoms exist in its performance management system. Against question and irregularity in its status quo, we designed new programs in many sections to optimize its performance management system, such as designing key performance indicators and corresponding weight, performance plans, implementation and feedback, performance appraisal and the use of performance results. It proved that through some methods-adding key performance indicators by assessing "coaching and feedback" as a performance indicator, evaluating employees’behavior quality, implementing Forced Distribution Method-could guarantee the effects of performance management very well. Moreover, with the help of improving institutional responsibilities and training, we could reinforce the concept of performance and achieve management consensus.
