Since 1990 s,tobacco industry in China has been proceeding into golden period in its history.According to the statistics,the revenue turned over from tobacco industry occupies1/10 of overall national tax income.The reason why tobacco industry achieved such brilliant success mainly benefits from its exclusive sale management system.While with market being further opened,tobacco industry in China will face powerful competition directly from transnational tobacco groups.In the year 2003,tobacco industry carried out the industrial & commercial separation reform,and the whole industry has been split into two camps--processing enterprises and marketing enterprises.In tobacco industry,enterprises' merger,reorganization and brands' competition become more fierce.To win the competition,it is necessary to build a modern management system for human resource.A high-level performance management can efficiently mobilize the factor of human resource,raise the level of human resource's management,and make enterprises' core competition ability further lifted.This article takes Chinese Tobacco S Industry Corporation Limited as the research object,to seek existing problems in performance management system by analyzing the system,digging for root reasons to the problems,and constructing the performance management system based on Balanced Score Card,in order to efficiently change company's strategy to the project of practical action.In the terms of index system designing,company's strategy is decomposed layer upon layer by using the theory of Balanced Score Card,according to four dimensions(Financial,Customer,Internal Business Processes,Learning and Growth).The key elements are extracted according to the thinking of "strategy map ?measurement index ? action project".Various classes of indexes for company,department and employees are respectively designed,thereby the Key Performance Index(KPI)system based on Balanced Score Card,is constructed.In the terms of implementation of Performance management,a complete "close-loop" performance management system(performance plan ?performance coaching ?performance evaluation ?performance feedback and improvement ?performance result and application)was built,in order to efficiently lift the level of both employees' personal performance and enterprise's performance.
