With the continuous development of economy and the constant change of market environment,many enterprises are facing fierce market competition and complex living environment.An enterprise cannot develop without the role of human resource management,and performance management is at the core of human resource management.Through the continuous circular management process of performance goal planning,performance indicator design,performance counseling and communication,performance appraisal and evaluation,and performance result application,the enterprise can realize its strategic goals and improve its management level.Therefore,many enterprises hope to improve their management quality by improving the level of performance management.However,in this process,some enterprises have inaccurate understanding of performance management and problems in the application of performance management methods.This paper takes the performance management system of monopoly inspectors of K County Tobacco Company as the research object,and finds the existing problems through the application of scientific management methods and lean tools:The problems of unclear performance plan formulation,unscientific design of performance indicators,non-standard performance implementation process,lack of fairness in performance appraisal and inadequate application of performance results result in the lack of incentive system guarantee and fair competition environment,which makes the auditors lack of motivation and makes it difficult to achieve the company’s strategic goals.This paper firstly reviews the literature research related to performance management and strengthens the theoretical basis.Secondly,I communicated with the management of K County Tobacco Company,summarized the data and analyzed the results by means of questionnaire survey and interview.Based on the actual situation of the company,I put forward the method of optimizing the performance management system.First,I defined the principles and ideas of performance design,and set the performance objectives scientifically.The second is to put forward the performance index assessment method based on "KPI+360 degree",optimize the design of the performance operation system,broaden the application field of the performance result feedback system;Third,the corporate culture,system and institutional safeguard measures are further defined to ensure that the performance management optimization scheme can play a role and achieve the goal of this study.The main research conclusions of this paper are as follows:first,a good performance management system can not only improve management efficiency,but also maximize the value of performance results with the smallest resources.In this process,through continuous incentive and evaluation feedback mechanism for inspectors,the individual performance level can be improved,a good competitive atmosphere can be created,and the company can consolidate the foundation of monopoly work.Second,a scientific performance management system can promote a win-win situation among the company,the inspection squadron and the inspectors.During the implementation of performance management,the company and the inspectors reach a consensus on the formulation of performance goals,and determine the management methods for the inspectors to successfully achieve the goals through coaching,interview and improvement.With the interaction and joint efforts of the three parties,the performance indicators can be completed one by one.Ultimately achieve the goals of the company.Third,the purpose of this study is to optimize the construction of the system by studying the performance management system of monopoly inspectors in K County Tobacco Company,fully stimulate individual potential,mobilize work enthusiasm,improve the professional and technical level of inspectors,and achieve the combination of personal level improvement and organizational collaborative development,so as to play the due role of performance management in the achievement of corporate strategic goals.It provides reference for realizing the high quality development of monopoly management.
