Research On Digital Resource Services For Visually Impaired Readers In Public Libraries

The various applications represented by Internet in the information society profoundly affect people's work,life and study.The digital resource service of public library has gradually become one of the main ways for people to get information.Facing the ‘digital divide' produced by information technology,the visually impaired people can obtain information resources without obstacles as normal people,and create an equal,participating and share Harmonious Society for the visually impaired people,which have become our important goal.With the establishment of the Chinese digital library for the blind in 2008,the visually impaired people have gradually begun to use the Internet to use digital libraries to access electronic data,receive distance education and all kinds of online services.The public library's digital resource service for the visually impaired readers can help the visually impaired groups gain opportunities that are more educational,improve their quality,and thus improve their ability to participate in social activities.The paper uses the methods of network investigation and literature survey to collect relevant data,and makes an investigation and Analysis on the provincial public libraries which provide the digital resource service of the visually impaired group in China.It reveals the service situation of the visually impaired group in the public libraries from many aspects,such as the type and distribution of the resources,the service mode and content,and the construction of the service website.According to the present situation of the digital resources service of the visually impaired group in the three countries of the United States,Britain and Canada,this paper analyzes the existing problems in the digital resource service of the visually impaired group,such as service resources,library management and government decision-making,and puts forward that our country should expand the service resources of visual barriers and strengthen the internal management of the library.Suggestions for strengthening decision-making of the government will provide reference for the service of visually impaired communities in China's public libraries.
