As one of the pillar industries of Yunnan Province,bio-pharmaceutical industry is essential for economic and social development in Yunnan Province,but also a very worthy research topic.This paper analyzes the evolution process of technological innovation ability system of Yunnan bio-pharmaceutical industry by combining literature review,related book reading and enterprise field research and discussion,combined with complex adaptive systems(CAS)theory,technological innovation theory and open innovation model.This paper describes the formation and improvement of technological innovation capability of Yunnan bio-pharmaceutical industry,and finds out the bottleneck and limitation factors of technological innovation ability of Yunnan bio-pharmaceutical industry in the process of upgrading.This also provides the conditions for us to build the technological innovation capability system of Yunnan bio-pharmaceutical industry.Through the analysis,we construct the conceptual model of the technological innovation capability system of the Yunnan bio-pharmaceutical industry,and point out that the global competitive environment,the national innovation system,the national science and technology department and the industrial technology library are important for the operation of Yunnan bio-pharmaceutical industry technological innovation capability system.On the basis of that,this paper points out that the three basic mechanisms,which based on Yunnan Bio-pharmaceutical Industry Open Technology Innovation System,Yunnan Bio-pharmaceutical Industry Innovation Groups and Yunnan Bio-pharmaceutical Industry Technology Alliance respectively.They are the cores in the system of technological innovation capability of Yunnan bio-pharmaceutical industry.Furthermore,we construct the constrained generating procedures(CGP)of the technological innovation capability system of Yunnan bio-pharmaceutical industry according to the three basic mechanisms,and describe the running cycle and operation mechanism of the system in the form of conversion function.Then,according to the three basic mechanisms,we select the fitness function evaluation indexes of Yunnan Bio-pharmaceutical Industry's technological innovation ability system,and construct the genetic algorithm(GA)model of the system through the selection of indexes.Finally,this paper uses MATLAB software platform to simulate the genetic algorithm model of Yunnan Bio-pharmaceutical Industry's technological innovation capability system,and put forward the basic paths and countermeasures of Yunnan Bio-pharmaceutical Industry to improve and perfect the technological innovation ability.
