With the growth of complexity of high-way system management and maintenance techniques, a new high-integrated and high-performance system is needed, to deal with various application occasions.This article started with deep analyzing the requirements to extract the target of daily maintenance and management work into business cases, which were further transformed them into conception cases and eventually to user cases entity classes. This article gives a detailed design and implementation of a new high-way mechanical and electronic equipment management system on the basis of SOA architecture from a high-way management agency's perspective.During the system design phase, we first detailed designation described by UML language from the acquired user cases. Then, built a database and the mapping relations to the entities. We took Java EE platform and SSH framework to develop the system in a SOA architecture, in which all the tasks were grouped into 6 main services, fault handle, system maintenance, spare parts management, project management, customer management.The system meets the demand of high-way system's wide and sparsely spreading and solved the fault repair, maintenance, equipment management, engineering management, user management issues. Flexible SOA architecture and well services could satisfied requirements and our expectations.
