Research On The Ways To Build Self-development Capacity Of Poor People In The Perspective Of Building A Well-off Society In An All-round Way

"Well-off society" is the pursuit of the ideal society,but also the goal of the common struggle of all ethnic groups.The 18th National Congress of the Communist Party of China put forward the grand strategic goal of realizing a well-off society in 2020 and pointed out the stage development goal for the cause of socialism with Chinese characteristics.In recent years,the Party Central Committee has increased its support for poverty alleviation and development to ensure that the well-off society will be completed in 2020.The difficulty of building a well-off society in an all-round way is the problem of unbalanced development,especially the gap between rich and poor and poverty.Among them,the poverty problem in ethnic areas is very prominent.Therefore,we should pay more attention to the social and economic development of ethnic areas.To win the fight against poverty,we should coordinate the relationship between the government,the market,the society and the poor.Among the above four participants,the government plays a leading role,and the participation of the poor is vital.The self-development capacity of the poor has a greater impact on their participation.When the poor people self-development ability,participation in the activities of smaller resistance,the effectiveness of poverty alleviation will be improved,and vice versa.This paper takes the poor population of Liangshan Yi area in Sichuan as an example to explore the feasible way of self-development of poverty-stricken population.At present,the capacity of self-development of poverty-stricken population in Liangshan-Yi district of Sichuan is at a low level.The lack of self-development capacity is mainly manifested in the three aspects of scientific knowledge and technology utilization ability,access to social resource capacity and social adaptability.The natural environment,the social environment and the state of the poor themselves are the main reasons leading to the lack of self-development ability of the poor,and the interaction between the three is the vicious circle of poverty.Natural causes of economic development,economic backwardness further hinder social progress,the common development of people's ability to have a negative impact.Therefore,to enhance the ability of self-development of the poor is bound to social,economic and cultural efforts to three aspects.It is not only beneficial to activate their own potential,but also to improve the effectiveness of poverty alleviation and ultimately promote the goal of a well-off society as soon as possible,and to improve the capacity of the poor.This paper puts forward some suggestions on how to improve the capacity of the poor people in Liangshan Yi region from the aspects of strengthening the basic public service and infrastructure construction in Yi area,reconstructing the social support system and eliminating the negative living conditions of the poor population in order to achieve the goal of strengthening the poor Self-development ability.
