The source of the problem are that developmental needs special education in our country and the enlightenment of literatures at home and abroad; the significance of the research contains that the theoretical significance and the practical significance. The theoretical significance are provide theoretical guidance for special education legislation and special education workers in our country, and provide theoretical basis for special children's parents to enhance their confidence; the practical significance are helpful to reducing the pressure of the parents of special children, promoting special educational workers own quality and the work efficiency, to ensure special children can receive a fair education. The researching methods are literature analysis method and comparison method.
