Research On The Construction Of Consultative Democracy Of Municipal People’s Political Consultative Conference

With the continuous development of the socialist political construction,deliberative democracy construction more important rights and puts forward higher requirements on its own,the Chinese people’s political consultative conference(CPPCC)negotiation is a new era under the system of socialism with Chinese characteristics to establish the system of people’s political consultative conference,is to establish and perfect the system of the people are masters of the country’s system is an important content of socialist construction and the characteristics.The General Office of the CPC Central Committee made it clear in the Implementation Opinions on Strengthening Consultative Democracy in the CPPCC that it is necessary to strengthen the institution of the CPPCC and give full play to the main role of the CPPCC in consultative democracy.The study of the practice and role of socialist deliberative democracy in the CPPCC in D City is helpful to deepen the reform of deliberative democracy policy,grasp the scientific development direction,and promote the optimization of the work of the CPPCC at the municipal level,so as to provide feedback to the construction theory of socialist deliberative democracy.This thesis is based on people’s political consultative conference of the core concepts of the deliberative democracy and the theoretical basis,and combining the characteristics and actual situation of the D the CPPCC of deliberative democracy in the people’s political consultative conference working characteristics,problems and countermeasures for research,the research content mainly includes four parts,the first part of the research system of deliberative democracy theory basis,through the study of marxist theory,To explore the connotation and characteristics of the consultative democracy system of the CPPCC.At the same time,we should study and analyze the basic attributes of socialist deliberative democracy,correctly understand and analyze the effective forms of scientific decision-making of the Party and the state,the mode of governance of the state and society,and the relations between the organizational systems of social organizations and mass organizations.The second part mainly studies the current situation and characteristics of the construction of deliberative democracy of the People’s Political Consultative Conference in D city.Starting from the basic situation of the city’s CPPCC,it analyzes the working mode,working characteristics and working practice of promoting deliberative democracy of the city’s CPPCC.The third part mainly studies the practical operation and existing problems of the construction of deliberative democracy of the CPPCC in D City,and makes an in-depth analysis of the reasons for the practice of deliberative democracy of the CPPCC in D City from four aspects of ideological understanding,thinking solidification,system setting and supervision system.The fourth part mainly studies the countermeasures of the CPPCC in D city to solve the problems of the practice and construction of consultative democracy.First,it promotes the democratic political process through political consultation;second,it supervises the implementation of deliberative democracy through democracy;third,it promotes the implementation of deliberative democracy through participation in the deliberation and administration of state affairs;and third,it makes deliberative democracy more vigorous through orderly political participation of citizens.Finally,it makes deliberative democracy more effective through the handling of proposals.In this paper,from the perspective of political consultation,democratic supervision,political participation and proposal consultation,the problems faced by the local CPPCC in the construction of consultative democracy are analyzed deeply,so as to summarize a set of theoretical models for the construction of consultative democracy in line with local characteristics.
