Research On The Efficiency Of Public Service Integration

China is the world's most populous country,with China's population aging process continues to accelerate,China has entered the "silver wave" era.According to the latest data released by the National Development and Reform Commission: as of the end of 2015,China's population over the age of 60 reached 222 million,accounting for 16.1% of the total population,of which over 65 years old population of 144 million.The aging of the population brings about the health and care of the elderly.As the elderly are weak,they are susceptible to illness and have long survived,so they are inconvenient in taking care of their old-age care institutions,and they can not raise old-age care in the hospital.China's long-term pension and medical care is a two independent service system,and now the old age and medical and health services fragmented situation,not only can not meet the needs of the elderly pension and medical treatment,and resource utilization is also low,so the government put forward Combined with "new ideas.In 2013,the State Council promulgated the "Opinions on Accelerating the Development of the Old-age Service Industry"(Guo Fa [2013] No.35).For the first time,it was proposed to promote the integration of medical and health care services and promote the development of medical care.Shanghai in response to the State Council policy in the country took the lead in the introduction of "health care combined" to support the policy,and throughout the country have begun to implement "medical combination" pilot.In this context,this paper studies the "health care combined" public service supply efficiency.This paper starts from the concept of "medical combination",analyzes the attribute of "health care combined with" quasi-public goods from the perspective of public goods,and studies the efficiency of "public health service" based on efficiency theory and runs through the whole text.Shanghai is the earliest in China,the oldest society,the most serious degree of the city,"health care" is also doing better,in the country play a leading role and demonstration.Therefore,this article through the Shanghai "health care" before and after the pension agencies to investigate the situation,select the four input variables and two output variables on the city's 85 pension agencies for data envelopment analysis(DEA),examined the institutional pension The comprehensive efficiency of the service and the fitting of the Tobit model to find out whether the nature,scale and whether it belongs to the hospital have an impact on the efficiency of the pension service.On this basis,for the "combination of health care," the emergence of the problem,combined with the conclusion and experience of foreign health care,put forward some policy recommendations.
